ከኢትዮጵያ እሳት ወደ ሳውዲ አረቢያ እረመጥ፤ከድጡ ወደ ማጡ

ትርጉም ከነጻነት ለሀገሬ
ባለፉት አስርት ዓመታት በመቶሺዎች የሚቆጠሩ ኢትዮጵያውያን/ት ዜጎች በአገራቸው ኢትዮጵያ ከአፍሪካ አህጉር በተለየ መልኩ ተንሰራፍቶ እየተፈጸመ ካለው ጭካኔና ርህራሄ የጎደለው አምባገነናዊ ስርዓት ለማምለጥ ሲሉ እግራቸው ወዳመራቸው አገር በመሰደድ ላይ ይገኛሉ፡፡ የኢትዮጵያ “ሠራተኛና ማህበራዊ ጉዳይ ሚኒስቴር” እንደዘገበው ከሆነ እ.ኤ.አ በ2012 በግምት 200,000 ኢትዮጵያውያት ሴቶች በውጭ አገር በአብዛኛውም በመካከለኛው ምስራቅ አገሮች የውጭ የስራ ዕድል ለመፈለግ ተገደዋል፡፡ ከእነዚህ ኢትዮጵያውያት ሰራተኞች አብዛኞቹ በኢትዮጵያ ተንሰራፍቶ ከሚገኘው አምባገነናዊ የእሳት ነበልባል አመለጥኩ የሚል እምነት ነበራቸው፣ ሆኖም ግን ወደ ሳውዲ አረቢያው የእሳት እረመጥ ተወርውረው እራሳቸውን አገኙት፡፡
በኢትዮጵያውያን ስደተኛ ሰራተኞችና በሌሎች በሳውዲ አረቢያ ጥገኝነት በጠየቁ ዜጎች ላይ ገደብ የለሽ አደን እየተካሄደ ነው ቢባል ማጋነን አይሆንም፡፡ በዚህ ወር በየዕለቱ በሚባል መልኩ የሳውዲ አረቢያ ፖሊሶች፣ የደህንነት ኃላፊዎች፣ ወሮበሎች እና ህገወጦች ኢትዮጵያውያንን/ትን ሁሉ በየመንገዱ እያደኑ ይደበድባሉ፣ ያሰቃያሉ፣ አንዳንድ ጊዜም ይገድላሉ፡፡ የሳውዲ አረቢያ ፖሊሶች ኢትዮጵያውያን/ት ዜጎችን ሲደበድቡ የሚያሳየውን የዩቱቤ የቪዲዮ ምስል መመልከት ለህሊና የሚሰቀጥጥ ነገር ነው፡፡ የሳውዲ አረቢያ ወሮበሎችና ህገወጦች ኢትዮጵያውያን/ት ዜጎችን በየመንገዶች ሲያሳድዱ፣ ሲያጠቁና ሲገድሉ የሚያሳየው የቪዲዮ ምስል ለኩነቶቹ እውንነት ምንም ዓይነት ማብራሪያ አላስፈለገውም፡፡ በአሁኑ ጊዜ የሳውዲ አረቢያ ወሮበሎችና ጋጠወጦች በኢዮጵያውያን/ት ዜጎች ላይ እየፈጸሙት ያለው በቪዲዮ ማስረጃነት ተደግፎ የቀረበው የሰብአዊነት መብት ረገጣ ወንጀል በጣም የሚዘገንንና በሰለጠነ የሰው ልጅ ህሊና ሊታሰብ የማይችል ነገር ነው፡፡
ኢትዮጵያና ሳውዲ አረቢያ፡ የአንድ ሳንቲም ሁለት ገጽታዎች፣
ኢትዮጵያና ሳውዲ አረቢያ የአንድ ሳንቲም ሁለት ገጽታዎች ናቸው፡፡ የሳውዲ አረቢያና የኢትዮጵያ ገዥዎች ከአንድ ጥለት የተቆረጡ ናቸው፡፡ የሳውዲ አረቢያ መንግስት በሰብአዊ መብት አያያዝ መዝገቡ በመጥፎ ተምሳሌነቱ ይታወቃል:: በተመሳሳይ መልኩ የኢትዮጵያ መንግስት በሰብአዊ መብት አያያዝ እንደ ሳውዲ አረቢያ ሁሉ ያስጠይፋል፡፡ የሳውዲ አረቢያው ገዥ ኢትዮጵያውያን/ት ዜጎችን በጣም ሰብአዊነት በጎደለው መንገድ ከግዛቱ በኃይል እንዲጋዙ/እንዲባረሩ የሚያደርግ መርህን ተከትሏል፡፡ በኢትዮጵያ ያለው ገዥ መደብም በተመሳሳይ መልኩ በሀገሩ ግዛት ውስጥ ኢትዮጵያውያንን/ትን ከሚኖሩበት ቀያቸው በግዳጅ ወደሌላ አካባቢ በማጋዝ አስደንጋጭ የሆነ የሀገር ውስጥ የማጋዝ (ሰፈራ) መርህን ተከትሏል፡፡ የሳውዲ ገዥ አናሳ የእምነት ተከታዮችን አሰቃይቷል፣ የኢትዮጵያ ገዥ መደብም እንደዚሁ አድርጓል፡፡ በሳውዲ ያለው ገዥ መደብ ዜጎችን በስፋት በዘፈቀደ በቁጥጥር ስር ያውላል፣ በእስር ቤት ያጉራል፣ ያሰቃያል፣ እንዲሁም በህግ ከለላ ጥላ ስር በሚገኙት ዜጎች ላይ ህገወጥ የእስር ቤት አያያዝን ያራምዳል፡፡ የኢትዮጵያ ገዥ መደብም በተመሳሳይ መልኩ የሳውዲ ገዥ የሚፈጽማቸውን የአፈና ድርጊቶች ሙሉ በሙሉ ይፈጽማል፡፡ የሳውዲ ገዥ የባሪያ ንግድን እ.ኤ.አ በ1962 በአዋጅ ካስቆመ በኋላ “ከፋላ” “kafala” (ተያዥ ያላቸው ስደተኛ ሰራተኞች፣ ሆኖም ግን በባሪያ ንግድ የአሰራር ሁኔታ የሚሰሩ) የሚል ቅጥያ በመስጠት ብዝበዛውን ቀጥሎበታል፡፡ እ.ኤ.አ በ2009 የባህሬን የሰራተኛ ሚኒስትር ማጅድ አል አላዊ ሲናገር ከፋላ የሚለውን የማደናገሪያ ቅጥያ ከባሪያ ንግድ ጋር አመሳስሎታል፡፡ እ.ኤ.አ የ2013 ዓለም አቀፍ የባርነት አመላካች አሀዝ/Index እንዳመለከተው 651,000 የሚሆኑ በባርነት ተይዘው ህይወትን በመግፋት ላይ የሚገኙ የኢትዮጵያ ዜጎች ሲኖሩ ከእነዚህም የዓለምን ሶስት አራተኛ ከሚይዙት ከመጀመሪያዎቹ አስር አገሮች ኢትዮጵያ አንዷ መሆኗን በግልጽ አስቀምጧል፡፡
ሂዩማን ራይትስ ዎች/Human Rights Watch እ.ኤ.አ በ2013 ባቀረበው ዓለም አቀፋዊ ዘገባው የኢትዮጵያንና የሳውዲ አረቢያን የሰብአዊ መብት አያያዝ ሬከርድ በሚመሳሰል መልኩ እንደሚከተለው አቅርቦታል፤
በ2012… የኢትዮጵያ ባለስልጣኖች ሀሳብን በነጻ የመግለጽ፣ የመደራጀትና የመሰብሰብ መሰረታዊ መብቶችን መገደብን በስፋት ቀጥለውበታል፡፡ ሂዩማን ራይትስ ዎች ዘገባውን በመቀጠል በአዲስ አበባ ማዕከላዊ እየተባለ በሚጠራው የፌዴራል ፖሊስ የምርመራ ማዕከል ፣ እንዲሁም በሶማሊ፣ በኦሮሚያ እና በጋምቤላ ክልሎች እስር ቤቶችና በወታደራዊ ማዕከሎች የሚፈጸሙትን የማሰቃየት ድርጊቶች ዝርዝር ዘገባ አቅርቧል፡፡
የሙስሊሙን ህብረተሰብ አመጽ ተከትሎ በኦሮሚያና የአገሪቱ መናገሻ በሆነችው በአዲስ አበባ ከተማ አመጹን ለመግታት በሚል ሰበብ የደህንነት ኃይሎች ሰላማዊ ሰዎችን ከህግ አግባብ ውጭ በቁጥጥር ስር በማዋል፣ እስራትና ድብደባዎችን ፈጽመዋል፡፡ የፌዴራል ፖሊስ ድብደባን ጨምሮ በአገሪቱ ከፍተኛ የእስልምና ጉዳዮች ምክር ቤት ላይ መንግስት ጣልቃ መግባቱን እንዲያቆም የሚጠይቀውን የሙስሊሙን ህብረተሰብ ሰላማዊ ተቃውሞ ለመግታት ሲል መንግስት ከልክ ያለፈ ኃይልን ተጠቅሟል፡፡ የኢትዮጵያ መንግስት መሰረታዊ አገልግሎቶችን ለህብረተሰቡ ለማድረስ በሚል ሰበብ የመንደር ማሰባሰብ ተግባሩን እውን ለማድረግ በአምስት የአገሪቱ ክልሎች 1.5 ሚሊዮን የገጠር ሰፋሪዎችን የማሰባሰብ ስራ ቀጥሏል፡፡ በጋምቤላ ክልል ብዙ ሰፋሪዎች ከሚኖሩበት ቀዬ በኃይል ተፈናቅለው ብዙ መከራ ደርሶባቸዋል… በመንግስት ጥረት የሚከናወን የሸንኮራ አገዳ ልማትን ለማፋጠን ሲባል በኢትዮጵያ የታችኛው ኦሞ ሸለቆ የሚኖሩትን ኗሪ የፓስቶራል ህዝቦች መንግስት በኃይል አፈናቅሏል:: በደቡብ ኦሞ ዞን ወደ 200 ሺ የሚሆኑ የአካባቢው ኗሪ ህዝቦች መሬታቸውን ለሸንኮራ አገዳ ልማት ይፈለጋል በሚል ሰበብ መንግስት መሬታቸውን በመንጠቅ ወደ ሌላ ቦታ እንዲሰደዱ አድርጓል፡፡
ሳውዲ አረቢያን በሚመለከት ሂዩማን ራይትስ ዎች የሚከተለውን ዘገባ አቅርቧል፣
እ.ኤ.አ በ2012 ከህግ አግባብ ውጭ የሚከናወኑትን እስራቶችና ሰላማዊ ተቃዋሚዎችን የማዋከቡ ሁኔታ እየጨመረ በመምጣቱ ዜጎች ሰላማዊ ሰልፍ በማድረጋቸው ምክንያት የሳውዲ አረቢያ መንግስት የኃይል እርምጃን ተጠቅሟል… እንዳለፉት ዓመታት ሁሉ በሺዎች የሚቆጠሩ ዜጎች ፍትሀዊ ያልሆነ ፍርድን ተቀብለዋል፣ ወይም ደግሞ ከህግ አግባብ ውጭ ለእስራት ተዳርገዋል… እስረኞች ህጻናትን ጨምሮ ስልታዊ የህግ የበላይነት ጥሰት እና ፍትሃዊ ህግ የማግኘት መብት የመነፈግ፣ ከህግ አግባብ ውጭ እስራትና ማሰቃየት እንዲሁም ህገወጥ የእስር ቤት አያያዝ ደባ ይፈጸምባቸዋል… ባለስልጣኖች የ9 ሚሊዮን የውጭ ሰራተኞችንና የ9 ሚሊዮን የሳውዲ ሴቶችና ልጃገረዶች መብት ማስከበር አልቻሉም ወይም ጭቆናውን ቀጥለውበታል…
ወደ 1.5 ሚሊዮን የሚሆኑ የአገር ውስጥ ስደተኛ ሰራተኞች ከ2005 የሰራተኞች ህግ ውጭ ተደርገዋል… ባለፉት ዓመታት የኤሲያ ኤምባሲዎች ዘገባ እንደሚያመለክተው ከሀገር ውስጥ ሰራተኞች ቅሬታ እንደሚያሳየው በቀን ከ15 እስከ 20 ሰዓታት፣ በሳምንት ደግሞ 7 ቀናት እንዲሰሩ ከመገደዳቸውም በላይ ደመወዛቸውን ያለመክፈል ሁኔታም ተንጸባርቋል፡፡ የሀገር ውስጥ ሰራተኞች በአብዛኛውም ሴቶች በተደጋጋሚ ጊዜ ተገደው እንዲወልዱ ይደረጋል፣ ምግብ የማግኘት መብታቸውን ያጣሉ፣ እንዲሁም የጾታ ትንኮሳ፣ የአካልና የስነልቦና ጫናዎች ይደረጉባቸዋል፡፡
ሳውዲ አረቢያ ከእስልምና አስተህምሮ ውጭ የሌሎችን እምነቶች አስተምህሮዎችን ለመቀበል ትዕግስቱ የላትም፡፡ ባለፈው መጋቢት ወር ልዩ ልብስ ለባሹ ሸክ በአረቢያ ፔንሱላ የሚገኙ ማናቸውም ቤተክርስቲያኖች በሙሉ እንዲወድሙ ጥሪ አስተላልፎ ነበር…
“የውጭ ጉዳይ ሚኒስትር” ቴዎድሮስ አድሃኖም ምን እንዳሉና ያሉትንም እንዳላወቁ፣
በኢትዮጵያ ያለው ገዥው አካል በሳውዲ አረቢያ በሚገኙ ኢትዮጵያውያን/ት ላይ በአሁኑ ጊዜ እየደረሰ ያለውን አስፈሪ ሁኔታ በማስመልከት የሚሰጠው ምላሽ ጭንቅላትን ይበጠብጣል፡፡ የወባ ትንኝ ተመራማሪውና ከመቅጽበት ወደ ውጭ ጉዳይ ሚኒስትርነት የተቀየሩት ቴዎድሮስ አድሃኖም እንዲሁም እ.ኤ.አ ከ2015 ሀገራዊ ምርጫ በኋላ የጠቅላይ ሚኒስትርነቱን ቦታ ይረከባሉ ተብለው የሚጠበቁት ባለስልጣን ስለሳውዲ አረቢያው የኢትዮጵያውያን/ት ሁኔታ አስመልክቶ በኖቬምበር አጋማሽ በአዲስ አበባ ላይ በተካሄደው በ3ኛው ዓለም አቀፍ የቤተሰብ ዕቅድ ምጣኔ ጉባኤ ላይ ሲናገሩ ግራ ተጋብተዋል፣ እዚህና እዚያ የሚዋዥቅ ንግግርም አሰምተዋል፡፡ ቅንነት የጎደለው እርግጠኝነትና በባዶ ተስፋ የተሞሉ ቃልኪዳኖችን አነብንበዋል፡፡ ወገኖቻችን ወደ ትውልድ አገራቸው እንዲመጡ በደስታ ለመቀበልና ዓለም ቀፋዊ ተብብርን ማጠናከር አስፈላጊ እንደሆነ በየኋህነት/ሞኝነት አገላለጽ አስቀምጠውታል፡፡
እንደምታውቁት፣ ከሳውዲ አረቢያ እንደምታውቁት ኢትዮጵያውያንን ብቻ ቢያግዙም/ቢያባርሩም ቅሉ ሌሎችን ዜጎችም እንዳባረሩ እንረዳለን… ባለፉት አስርት ቀናት እንዳየሁትም፣ ምክንያቱም በቤተሰብ ምጣኔ ዕቅድ እንደምንለው ለልጃገረዶችና ለሴቶች ክብካቤ እናደርጋለን፣ ከጣቢያዎች እርዳታ በመፈለግ ከሚጮሁ ሴቶች በቀጥታ ጥሪዎች ደርሰውኛል… በመቶዎቸ የሚቆጠሩትን በእርግጠኝነት ተቀብለናል፣ በሺዎችና በአስር ሺዎች የሚቆጠሩትን እንቀበላለን ብለን እንጠብቃለን፣ በእርግጠኝነት ለመናገር የምፈልገው ዜጎቻችንን ወደ አገራቸው እንዲመጡ ለመቀበል ሙሉ በሙሉ ዝግጁ ነን፡፡
በጣም አዝኛለሁ፣ ስሜቴም ተጎድቷል፡፡ ለዚህም ነው ይህ ሁኔታ ከተጀመረ ወዲህ ባለው የጊዜ መደበላለቅ ምክንያት ወደዚህ ላለመምጣት ዶ/ር ተከስተን ጠይቄ የነበረው፡፡ ሆኖም ግን በዓለምአቀፋዊነት ትብብር መሰረት ህገወጦችን ማባረር/ከአገር ማስወጣት የምንችል ቢሆንም ይህንን ጉዳይ በሰከነና በሰለጠነ መልክ እናደርገዋለን፣ ምክንያቱም ይህ ድርጊት የጦርነት ሁኔታ አይደለምና፡፡ እንደዚህ ያለው ሁኔታ ተቀባይነት ሊኖረው የሚችለው አገሮች በጦርነት ላይ ሲሆኑ ብቻ ነው፣ ህዝብም በፈጠነ መልኩ ነገሩን ሊረዳው ይችላል፣ ነገር ግን በሰላማዊ ሁኔታ ሊሆን አይችልም፡፡
…በመሆኑም በዚህ መልክ በመጀመሬ አዝናለሁ፣ ይህ ሁኔታ እስከ አሁን ድረስ እየቆጠቆጠኝ የቆየ ጉዳይ ስለሆነ ነው፡፡
በእርግጥ በኢትዮጵያ ያለውን ሁኔታ የአጭርና የረዥም ጊዜ መፍትሄ በማስቀመጥ ችግሮቹን ለአንዴና ለመጨረሻ ጊዜ ለመፍታት ጥረት ስናደርግ ቆይተናል፣ ምክንያቱም ችግሮቹ ስር የሰደዱና ለአንዴና ለመጨረሻ ጊዜ መወገድ ያለባቸው በመሆናቸው ነው፡፡ እንደምታውቁት ኢትዮጵያ እያደገችና ባለሁለት አሀዝ የኢኮኖሚ እድገት ምጣኔ እያስመዘገበች ነው፣ በዚህም አካሄድ ከጨለማው ዋሻ የውስጥ ጉዞ በኋላ ከጫፍ ላይ ብርሀን ይታየኛል፣ እና ይህንን ያለጥርጥር ተግባራዊ እናደርገዋለን፣ በዚህም ጥረታችን ድህነትን ተረት እናደርጋለን፡፡ በትክክለኛው መንገድ ላይ ነን፣ ሆኖም ግን ዓለም አቀፋዊ ድጋፍ እንደሚያስፈልግ እምነቴ የጸና ነው፡፡ ነገር ግን ይህ ይሳካል ብለን አንጠብቅም፡፡
ነገሩን ለማታውቁት አንድ ነገር ላካፍላችሁ እፈልጋለሁ፡፡ ነብዩ መሀመድ ታላቁን የእስልምና እምነት አስተምህሮቱን ሀ ብሎ ሲጀምር በደረሰበት መሳደድ ምክንያት ደቀመዝሙሮቹን/ተከታዮቹን ወደ ኢትዮጵያ ነበር የላከው… ስለዚህ አዝናለሁ፣ ንግግሬንም እዚህ ላይ አቆማለሁ…ሆኖም ግን የሚሰማኝን ስሜት ሁሉ በዝርዝር በመግለጼ፣ ያለፉት 10 ቀናት በህይወቴ ካየኋቸው ነገሮች ሁሉ እንዴት መራር እንደነበሩና ይከሰታሉ ብለን የማንጠብቃቸው አስገራሚ ነገሮች እየሆኑ በማየቴ እዚህ በመካከላችሁ በመገኘት ለእናንተ ሀሳቤን በማካፈሌ ደስታ ይሰማኛል…::
በአሁኑ ወቅት በኢትዮጵያውያን/ት ዜጎች ላይ በሳውዲ አረቢያ መንግስት አየተፈጸመ ያለውን አስደንጋጭ የሰብአዊ መብት ረገጣ ወንጀል በማስመልከት የኢትዮጵያ “ቁንጮ የዲፕሎማት ሰው” እንደዚህ ያለ ተያያዥነት የሌለው፣ የተበታተነ፣ ዝብርቅርቅ ያለ እና እጅ እግር የሌለው ትንታኔ እና ገለጻ ሲያቀርቡ ስሰማ እጅጉን ነው ያዘንኩት፡፡ የውጭ ጉዳይ ፖሊሲ ከወባ ትንኝ ተመራማሪነትና ከመቅጽበት ወደ ውጭ ጉዳይ ሚኒስትርነት በተቀየሩ ግለሰብ የአፍ ካራቴ ዥዋዥዌ ልምምድ መቀለጃ ሆነ! ማንም ሊያደርገው እንደሚችለው የአድሃኖምን ቅጥ አምባሩ የጠፋ ንግግር መሰረት በማድረግ የሚከተሉትን ጭብጦች መመርመር ተገቢ ይሆናል፡፡
1. አድሃኖም እንዲህ አሉ “…በቃላት ሊገለጽ በማይችል መልኩ በኢትዮጵያውያን/ት ዜጎች ላይ የሳውዲ አረቢያ መንግስት ያደረሰውን ሰቆቃ ሲያስታውሱ “እስከ አሁን ድረስ ነገሩ እየቆጠቆጣቸው“ እና አሁንም ድረስ “እንዳዘኑ“ እና የሳውዲ አረቢያ መንግስት በኢትዮጵያውያት ሴቶች ላይ በሚፈጽመው ደባ ምክንያት ሰብአዊ መብታቸው እየተረገጠ ያሉ ሴቶች እገዛ ለማግኘት በሚያሰሙት ጩኸት “ስሜታቸው እንደተጎዳ“ ተናግረዋል፡፡ ይኸ “ታላቁ የዘመኑ ውሸት!“ ሊባል ይችላል፡፡
ምናልባትም አድሃኖም በእንግሊዝኛ ቃላት መካከል ያለውን ጥቃቅን ልዩነት ማስተዋል ባለመቻላቸው በተለይም ቀጥተኛ ያልሆነውን የአነጋገር ዘየ/colloquialism ተከትለው ይሆናል በማለት አስተያየት መስጠት ይቻል ይሆናል፡፡ ሆኖም ግን እንደ ቁንጮ የዲፕሎማት ሰውነታቸው ለአላዋቂነት የቃላት አጠቃቀሞቻቸው ይቅርታ ሊደረግላቸው አይገባም (በእርግጥ የቃላት እና የሀረጎች አመራረጣቸው አመለካከታቸውንና ስሜታቸውን የሚገልጹ ቢሆንም)፡፡ በኢትዮጵያውያን/ት ላይ በሳውዲ አረቢያ መንግስት እየተደረገ ያለው ግፍ “እስከ አሁን ድረስ ነገሩ እየቆጠቆጣቸው“ እንደሆነ የሚገልጸው አባባል ተጎጂ ኢትዮጵያውያን/ት በሳውዲ አረቢያ ያሉበት ሁኔታ የንዴት ምንጭ እንደሆናቸውና ጥቂት እንዳሳሰባቸውም ጠቋሚ ነው፡፡ ይህ ትልቅ ጉዳይ አይደለም እንደማለት አነጋገር ነው ፡፡ በዓለም ላይ የየትኛውም አገር የዲፕሎማሲ ቁንጮ የሆነ ሰው በዜጎቹ ላይ ኢሰብአዊና ኃላፊነት የጎደለው አያያዝ መደረጉን አስመልከቶ “እስከ አሁን ድረስ ነገሩ እየቆጠቆጠው” መሆኑን ለሌላ አገር ሰው ሲናገር አልተሰማም፣ አልታየምም፡፡
አድሃኖም በውል ያላጤኑት ቢሆንም ቃላት በዓለም አቀፍ የዲፖሎማሲው ቋንቋ ትልቅ ትርጉም አላቸው፣ ቃላት የዲፕሎማቶች ዓላማ ማስፈጸሚያ መሰረታዊ ሀብቶች ናቸው፡፡ የዲፕሎማቲክ ሰዎች እነርሱ በመረጧቸው ቃላትና የቃላት አጠቃቀም ዓለም እንዲቆምና እንዲሄድ የማድረግ ወይም አንዳንድ ጊዜም ሆን ብለው ለትርጉም ልቅ የሆኑ ወይም ደግሞ ውሱን የሆኑ ቃላትን በመጠቀም ዓላማቸውን ለማሳካት የሚሄዱበት ዘዴ ነው፡፡ የዲፕሎማቶች ቃላት ግልጽና ድብቅ ትርጉም ባላቸው መልዕክቶች የተሽሞነሞኑ እና ድብቅ ዓላማን ለማሳካት የተዘየዱ ማስፈጸሚያ መሳሪያዎች ናቸው፡፡ በሰዋስዋዊው የቃላት አመሰራረትና በሚሰጡት ትርጉም ጥንቁቅነት በዲፕሎማሲው ቋንቋ ቃላት ሰላምን ያሰፍናሉ፣ ጦርነትን ያውጃሉ፡፡ ከሁሉም በላይ ደግሞ የዲፕሎማቶች ቃላት የዲፕሎማቶችን ግላዊ የሀዘን ስሜትና የስሜታቸውን መጎዳት ብቻ የሚገልጹ ሳይሆን ከዚህ በተጨማሪ የዲፕሎማቶቹን የሞራል ስብእና፣ የስቅይቱን ጥልቀትና የሀገራቸውን ህዝቦች ስሜት ሊያንጸባርቅ ይገባል፡፡
አድሃኖም በሳውዲ አረቢያ ያሉ ኢትዮጵያውያን/ት ዜጎች ሁኔታ “እስከ አሁን ድረስ ነገሩ እየቆጠቆጣቸው“ እንደሆነ ሲገልጹ ለሳውዲ አረቢያ መንግስት አደገኛ የሆነ መልዕክት ማስተላለፋቸውን ሊገነዘቡ ይገባል፡፡ እንዲህም ብለው እየነገሯቸው ነው፣ አዲሱ የይስሙላው የኢትዮጵያ ጠቅላይ ሚኒስትር ሃይለማርያም ደሳለኝ የዓለም አቀፉን የወንጀለኞች ፍርድ ቤት ለማውገዝ በአፍሪካ ህብረት የመሰብሰቢያ አዳራሽ ተገኝተው የተናገሩትን በመዋስ “የዘር አደን“ በኢትዮጵያውያን/ት ስደተኛ ሰራተኛ ዜጎች ላይ በሳውዲ አረቢያ ፖሊሶችና ጋጠወጦች በየመንገዱ እየተደረገ ያለውን ሁከትና ትርምስ አሳሳቢ ያደርገዋል፡፡ ተገቢ የዲፕሎማሲ ንግግር ከተደረገ ይህንን አደገኛ ሁኔታ እንዲቀንስ ያደርገዋል፡፡
በአሁኑ ወቅት በሳውዲ አረቢያ እየተካሄደ ያለው ኢትዮጵያውያንን/ትን የማዋረድና ኢሰብአዊ የሆነ ድርጊት የመፈጸም ሁኔታ ትልቅና በጣም ትልቅ የሆነ አገራዊ ጉዳይ ነው፡፡ በግሌ ለምሳሌ በዋና የስራ ሰዓት ጊዜ የሚይዝ የትራፊክ መኪና መጨናነቅ የንዴት ደረጃየን ከፍ ያደርገዋል፣ የተሰጣቸውን የቤት ስራ ሳይሰሩ በሚመጡ ተማሪዎቼ ላይ የሚኖረኝ ንዴት ከልኩ ያለፈ ነው:: ሳውዲዎች በኢትዮጵያውያን/ት ላይ እየፈጸሙት ያለው ግፍ ግን እንድናደድ ብቻ አላደረገኝም፣ ደሜ እንዲፈላ ጭምር አደረገኝ እንጅ፡፡ የሳውዲ አረቢያ ፖሊሶች በኢትዮጵየውያን/ት ላይ ሲፈጽሙት የነበረውን አረመኒያዊና ኢሰብአዊ የሆነ ድርጊት ስመለከት እሳት ነበልባል ሆኛለሁ፡፡ የሳውዲ አረቢያ ወሮበሎችና ጋጠወጦች በኢትዮጵያውያን/ት ዜጎች ላይ ሲፈጽሙት የነበረውን አረመኒያዊና ጭካኔ የተሞላበት የሰብአዊ መብት ረገጣ ስመለከት በንዴት ድብን ብዬ አራሴን አስከ መሳት ደርሼ ነበር፡፡ በኢትዮጵያውያን/ት ስደተኛ ሰራተኞች ላይ በሳውዲ አረቢያ ወሮብሎችና ጋጠወጦች እየተደረገ ያለውን ኢሰብአዊና ከህግ አግባብ ውጭ እየተደረገ ያለውን ጀብደኝነት የሳውዲ ገዥው አካል እያየ ጆሮዳባ ማለቱ የበለጠ እንድበሳጭና እራሴን እንድስት አድርጎኛል፡፡ የሳውዲ መንግስት ዓለም አቀፍ ሕግን በጠበቀ መልኩ በኢትዮጵያውያን ስደተኛ ሰራተኛ ዜጎች መብት አያያዝ ላይ ምንም ነገር ባለማድረጉ በጣም ተበሳጭቻለሁ፣ አማርሪያለሁም፡፡ ኢትዮጵያውያን/ት በሳውዲ አረቢያ እየተፈጸመባቸው ያለው ግፍና መከራ አድሃኖምን ብዙም ያሳሰባቸውና ያስጨነቃቸው አይመስልም፡፡
በዓለም አቀፋዊ የዲፕሎማሲ ቋንቋ መርህ መሰረት ጠንካራና ፊትለፊት በመግጠም የሚደረግ እና አስታራቂና ዲፕሎማሲያዊ በሆነ ለስለስ ባለ ቋንቋ ለመጠቀም የራሱ ጊዜ አለው፡፡ በእውነቱ ይህ ታላቅ ሀገራዊ ውድቀት ነው፣ አድሃኖም በሁለቱ መካከል ያለውን ልዩነት በውል የተገነዘቡት አይመስለኝም፡፡
2. ሳውዲ አረቢያዎች በኢትዮጵያውያን/ት ላይ እንዲህ በፈጣን መልኩ እየፈጸሙ ያሉት ከአገር የማባረርና የማስወጣት ሁኔታ “አንድ አገር በጦርነት በወደቀችበት ጊዜ የተደረገ ቢሆን ኖር ተቀባይነት ሊኖረው ህዝብም ሊረዳው ይችል ነበር” ብለዋል አድሃኖም፡፡ ከዚህ አንጻር አድሃኖም ያልተገነዘቧቸው በርካታ ዓለም አቀፍ ስምምነቶች፣ በጣም መሰረታዊ የሆኑ መርሆዎችና ህጎች መኖራቸውን ያሳያል፡፡ ከጦርነት ጋር በተያያዘ መልኩ ዜጎችን ከሀገር የማባረሩ ሁኔታን አስመልክቶ ያሉትን ህጎችና ልምዶች አንዳንድ ጊዜም የዘር ማጽዳት ድርጊቶች እንደሚፈጸሙ አድሃኖም የተገነዘቡ አለመሆኑን ይህ ሁኔታ በግልጽ ያመላክታል፡፡ እ.ኤ.አ 1990ዎቹ የመጀመሪያዎቹ ዓመታት ገደማ በሄርዞጎቪና እና ቦሲኒያ መካከል በተደረገው ጦርነት በርካታ የቦሲኒያ እስልምና እምነት ተከታዮች፣ ክሮሽያዎች፣ ሰርቦችና ቦሲኒያዎች ከትውልድ ቦታቸው የተቀነባበረ የማባረር/የማስወጣት ስልት በመጠቀም ተግባራዊ ተደርጎባቸዋል፡፡ ያ የጦር ወንጀለኝነት ነው፡፡ ይኸ እንዲሁ “ህዝብ በቀላሉ ሊረዳው የሚችል” ጉዳይ አይደለም አድሃኖም አንዳሉት፡፡ በጦርነት ጊዜ በኃይልና በማስገድደ ከአገር የማስወጣት አስፈላጊነት ለህዝቡ ደህንነት ሲባል በሚጠበቁ ሰዎች ወይም በጦር መሪዎች ላይ የሚፈጸም መሆኑን በተባበሩት መንግስታት ድርጅት በ1949 የጸደቀው ስምምነት (IV) በጦርነት ጊዜ የሲቪል ሰዎችን ለመከላከል የተዘጋጀው ሰነድ በግልጽ ያሳያል፡፡ የስደተኞችን ጉዳይ አስመልክቶ በ1951 ስምምነት መሰረት በ1967 የስደተኞችን ሁኔታ አስመልክቶ የተዘጋጀው ፕሮቶከል እንዲሁም በአንቀጽ 3 በ1984 ማሰቃየትን በተመለከተ የተዘጋጀውን ስምምነት መሰረት በማድረግ ኢትዮጵያውያን/ት ስደተኞች ከማንኛውም ህገወጥ ማባረር/ማስወጣት ድርጊት መጠበቅ እንዳለባቸው በግልጽ ያሳያሉ፡፡ በጣም መሰረታዊ በሚባሉ የዓለም አቀፍ ህጎች፣ ደንቦችና መርሆዎች አንጻር አድሃኖም ያላቸው ግንዛቤ ሲመዘን በጣም አናሳ ሆኖ መገኘቱን ስናጤን እንደ ሀገር አሳሳቢ ሀገራዊ ኪሳራ መሆኑን ያሳያል፡፡
3. በአሁኑ ጊዜ በሳውዲ አረቢያ በሚገኙ ኢትዮጵያውያን/ት ላይ ለሚፈጸመው ሰቆቃና አንገብጋቢ ችግር መፍትሄው ዜጎቹ ከዚያ ሀገር የሚወጡበትን ስራ ማፋጠን እንደሆነ አድሃኖም ያላቸውን እምነት ገልጸዋል፡፡ በአሁኑ ጊዜ በሳውዲ አረቢያ በኢትዮጵያውያን/ት ስደተኞች ላይ የሚፈጸመውን የኃይል እርምጃ፣ አስገድዶ መድፈር፣ ግድያና ማሰቃየት ማስቆም ጊዜ የማይሰጠው አጣዳፊ፣ ወሳኝ፣ አንገብጋቢ እና ክብደት ሊሰጠው የሚገባ ጉዳይ ነው፡፡ በእርግጥ አድሃኖም ይህንን ጉዳይ በሚመለከት እንደሚከተለው አስረግጠው ተናግረዋል፡፡ “በእርግጥ ችግሩን ለአንዴና ለመጨረሻ ጊዜ ለመፍታት የረዥምና የአጭር ጊዜ መፍትሄዎችን በመንደፍ ጥረት ስናደርግ ቆይተናል፣ ምክንያቱም እነዚህ ችግሮች ለብዙ ጊዜ የቆዩና ስር የሰደዱ በመሆናቸው ነው“ በማለት አስተያየታቸውን ቋጭተዋል፡፡ እርግጥ ነው የረዥምና የአጭር ጊዜ መፍትሄዎች ሊቆዩ ወይም ጊዜ ሊወስዱ ይችላሉ፡፡ ነገር ግን በሳውዲ አረቢያ ፖሊሶች፣ ወሮበሎች እና ህገወጦች በየዕለቱ እየተፈጸሙ ያሉ የውርደት ሰራዎች፣ ህገወጥ አያያዞች፣ ፍትህአልባነት እና ወንጀሎች በእንዲህ ያለ ሁኔታ ሊቆዩ በፍፁም አይችሉም፡፡ በአሁኑ ጊዜ በሳውዲ አረቢያ በሚኖሩ ኢትዮጵያውያን/ት ላይ እየተፈጸመ ያለው መጠነሰፊ ኪሳራ ነው፡፡ ስቅይቱን በፍጥነት ለማስቆም አድሃኖም ምንም ዓይነት ሀሳብ የሌላቸው እና መፍትሄዎችን ያላመላከቱ በመሆኑ ይህ አንገብጋቢ አገራዊ ኪሳራ ነው፡፡
አድሃኖም እንዲህ ይላሉ፣ በሳውዲ አረቢያ በሚኖሩ ትዮጵያውያን/ት ስደተኞች ላይ “እንዲህ ያለ ድርጊት ይፈጸማል ብለን በምንም ታምር አልጠበቅንም“፣ እንዲህም ይላሉ ለእራሳቸው፣ “ሁሉም ነገር የሚያስደንቅ ነው“፣ በመቀጠልም እንዲህ ይላሉ፣ “የረዥምና የአጭር ጊዜ መፍትሄዎችን ለማምጣት ለብዙ ጊዜ ጥረት አድርገናል“፡፡ ይህ የተምታታ እና የተዘበራረቀ አባባል እርስ በእራሱ የሚጣረስ ብቻ አይደለም፣ ሊታመን በማይችል መልኩ አሳሳች መግለጫ እና የአድሃኖምን የዋህነትና የዲፕሎማሲ እውቀት እጥረትና ችሎታ ማጣት የሚያሳይ መገለጫ እንጅ፣ በሳውዲ አረቢያ የኢትዮያውያንን/ትን ሁኔታ በሚመለከት “ሁሉም ነገር የሚያስደንቅ ነው“ የሚለው የአድሃኖም አባባል ተቀባይነት የሌለው ነገር ነው፡፡ ምክንያቱም እ.ኤ.አ በኤፕሪል 2013 አድሃኖምና የእርሳቸው ገዥው አካል የሳውዲ አረቢያ ገዥ በሀገሩ ውስጥ በህገወጥ መንገድ ገብተው ምንም ዓይነት ህጋዊ ሰነድ ሳይኖራቸው በሀገሩ የግዛት ክልል ውስጥ የሚገኙ የውጭ አገር ሰራተኞችን ህጋዊ ለማድረግ ወይም ደግሞ ወደየመጡባቸው አገሮች እንዲመለሱ እና ህገወጥ ማባረር፣ እስራትና ስቅይትን ለማስቀረት በማለት ያስተላለፈውን ትዕዛዝ በሚገባ ያውቃሉ፡፡ የአድሃኖም ገዥው አካልም በተመሳሳይ መልኩ በሳውዲ አረቢያ ውስጥ ምንም ዓይነት ህጋዊነት ሳይኖራቸው የሚሰሩና የሚኖሩ በርካታ ህገወጥ ስደተኛ ኢትዮጵያውያን/ት እንዳሉ ከማመናቸውም በላይ አሳምረው ያውቃሉ፡፡ ከዚህ በተጨማሪም የሳውዲ ገዥ እ.ኤ.አ በጁላይ 2013 በሀገሩ ውስጥ የሚገኙትን ሕጋዊ የመኖሪያ ፈቃድ ሳይኖራቸውና ምንም ሰነድ የሌላቸውን የውጭ አገር ዜጎች በማስመልከት ህጋዊ እንዲሆኑ ወይም ሀገር ለቀው እንዲወጡ አጽንኦ በመስጠት እ.ኤ.አ እስከ ኖቬምበር 2013 ድረስ ቀነ ገደብ መስጠቱን አድሃኖምና ገዥው አካላቸው በሚገባ ያውቁታል፡፡ ግና የአድሃኖም ገዥ አካል ከመስማት ባለፈ የአዋጁን እንደምታና ወደፊት በስደተኛ ዜጎቹ ላይ ሊያስከትል የሚችለውን በአዎንታዊም ሆነ በአሉታዊ ጉኑ ሊያየው ስላልፈለገ የወደፊቱን ማቀድም አልቻለም፣ በቀጣይነት በገፍ ወደ ሳውዲ አረቢያ በሚጓዙ ዜጎች ላይ እንዲሁም በሳውዲ አረቢያ ፖሊስና ወሮበሎች በቀጣይነት ስለሚደረገው ጥቃት የሚሉት ነገር አልነበራቸውም፡፡ በአጭሩ ምንም ነገር ሳያደርጉ እጃቸውን አጣጥፈው በመቀመጥ ሲመለከቱ በከንቱ ሳይጠቀሙበት ጊዚያቸውን አባክነዋል፡፡ ይህ በእንዲህ እንዳለ እ.ኤ.አ በኖቬምበር 2013 በሳውዲ አረቢያ በሚኖሩ ኢትዮጵያውያን/ት ስደተኛ ዜጎች ላይ ማህበራዊ ቀውስ ይደርሳል የሚለውን ሁኔታ እንዴት አድሃኖም በእርግጠኝነት መተንበይ አልቻሉም ይቻላል?
አድሃኖም ፈጣን የፖሊሲ እርምጃ ለመውሰድ ብቃት የሌላቸው ሰው መሆናቸውን የድርጊቶች ኩነት በተጨባጭ ያሳያል፡፡ እንደ “ቁንጮ የዲፕሎማሲ ሰው” ብዙ መማር ይጠበቅባቸዋል፣ እንዲሁም ወደፊት ሊከሰቱ በሚችሉ ነገሮች ላይ ትኩረት በመስጠት የነገሮችን የአመጣጥ ሁኔታና ችግሮችን አስቀድሞ በማየት ተጨባጭ መፍትሄ ለማምጣትና ወደተግባር ለመፈጸም የሚያስችል ብቃትን ሊጎናጸፉ ይገባል፡፡ ፈላስፋው ጎቴ የሚከተለውን ሲል እውነትም ትክክል ነበር፣ “ምንም ድንቁርናን በተግባር ከማየት የበለጠ አስደንጋጭ ነገር የለም ብሏል:”
አድሃኖም ያልተናገሩት ወይም ያላደረጉት፤
በሳውዲ አረቢያ በሚኖሩ ኢትዮጵያውያን/ት ዜጎች ላይ እየተፈጸመ ያለውን የኃይል እርምጃ ለማስቆም የኢትዮጵያ ገዥው አካል ስላደረገው ሁኔታ አድሃኖም አንድም ያሉት ነገር የለም፣ ሆኖም ግን አገዛዙ ይህንን ጉዳይ አስመልክቶ ዘለቄታዊ መፍትሄ ለመስጠት የረዥም እና የአጭር ጊዜ መፍትሄዎችን ለማምጣት ብዙ ርቀት የተጓዘ መሆኑን ከመግለጽ ውጭ ተጨባጭነት ያለው እርምጃ አልታየም፡፡ በተጨባጭ እየሆነ ያለው ግን አድሃኖም እና ገዥው አካላቸው አትዮጵያውያን/ት ስደተኛ ዜጎቻቸው በሳውዲ አረቢያ መንገዶች እንደ አውሬ እየታደኑ ኢሰብአዊ ድርጊት ሲፈጸምባቸው ከዳር ቆመው ጣቶቻቸውን በመቀሰር፣ ጭንቅላቶቻቸውን በመነቅነቅ ከመታዘብ ውጭ ሌላ መገለጫ የለውም፡፡ አድሃኖም በዜጎቻችን ላይ እየተፈጸመ ያለውን የኃይል እርምጃ ለማስቆም ምንም ጥረት አለማድረጋቸው ብቻ ሳይሆን ትንሿን ነገር ለዓም አቀፉ ማህብረሰብ በማሳወቅ በሳወዲ አረቢያ መንግስት ላይ ጫና እንዲደረግ እንኳን ሙከራ አላደረጉም፡፡ አድሃኖም ካልተናገሯቸው ወይም ካልፈጸሟቸው ጉዳዮች ውስጥ ከብዙ በጥቂቱ እንደሚከተለው ቀርበዋል፡፡
በጠንካራ ቃላት የተዘጋጀ የውግዘት መግለጫ፤ አድሃኖም እንዲህ ብለዋል፣ “ገዥው አካል የሳውዲ አረቢያ መንግስት በግዛት ክልሉ ውስጥ ባሉ ስደተኛ ሰራተኛ ዜጎቻችን ላይ ያደረሰውን ጭካኔ የተሞላበት የኃይል እርምጃ እናወግዛለን፣ ይህ በምንም ዓይነት መልኩ ተቀባይነት የለውም፣ የሳውዲ መንግስት ለጉዳዩ አጽንኦ በመስጠት ምርመራ እንዲደረግ ጥሪ እናደርጋለን፣ ዜጎቻችን ባሉበት በክብርና በመልካም ሁኔታ እንዲያዙ ሆኖ ዜጎቻችንን ወደ ሀገራቸው የምንወስድ መሆኑን እናሳውቃለን“ የሚል ነበር፡፡ “ተቀባይነት የለውም“ የሚለው ቋንቋ በሳውዲ አረቢያ ገዥ አካል፣ በፖሊስ ኃይሉ እና በወሮበሎች እየተፈጸመ ያለውን ዘገናኝ ጭካኔ፣ ለመናገር የሚዘገንን አረመኔነት፣ አስደንጋጭ ስቅይትና ወንጀለኝነት ለመግለጽ የሚጠቀሙበት የውግዘት ቃል ነው፡፡ እንደ አድሃኖም ግንዛቤ “ምርመራ“ ማለት የሳውዲ ገዥ ክፍል ከዚህ ከተፈጸመው ዘግናኝ ወንጀል አንጻር ጠንካራ እርምጃ ተወስዶ ማየት ነው፡፡
አድሃኖም “ተቀባይነት የለውም“ የሚለውን ቋንቋ በውል የተገነዘቡት አይመስልም፡፡ ይህ አባባል በዲፕሎማሲያዊ ቋንቋ የዲፕሎማሲ ሰዎች ምንም ነገር ሳይሉ አንድ ነገር እንዳሉ በማስመሰል የሚጠቀሙበት ባዶና መሰረት የለሽ ቃል ነው፡፡ ሁሉንም ነገር የሚል ትርጉም የያዘ ቃልም ነው…”ምንም ዓይነት ጠንቅ የለዉም አይኖረዉም ማለትም ነው”:: እንደዚህ ነው እንግዲህ የዲፕሎማሲያዊ ቋንቋ ባህሪያት፡፡ አንድ መስመር ዓረፍተ ነገር ሁለት የማይገናኙ ዓላማዎችን ሊያስተላልፍ የሚችል መልዕክት ሊኖረው ይችላል፡፡ በሳውዲ አረቢያ በሚኖሩ አትዮጵያውያን/ት ላይ እየተፈጸመ ያለው ድርጊት “ተቀባይነት የለውም” የሚል መልዕክት ለሳውዲ አረቢያ አምባሳደር በማስተላለፍ አድሃኖም በጉዳዩ ላይ የይስሙላ ስራን በመስራት ጉዳዩ አስኪረጋጋ ድረስ መጠቀሚያ ያደርጉታል፣ ከዚያ በኋላ ግን ሁሉቱም ወገኖች ወደነበሩበት ግንኙነት ተመልሰው የመሞዳሞ ስራቸውን ይቀጥላሉ፡፡ ቃሉን በትክክል ለመግለጽ “ተቀባይነት የለውም” የሚለው ቃል ብልህነት የጎዳላቸው ፉከራና ባዶ ኳኳታ በሚያሰሙ ምንም ነገር እና አንድም ነገር የማያደርጉ ሰዎች መገለጫ ነው፡፡
የጥገኛውን ሀገር አምባሳደር በመክሰስ የብጥብጡን ሁኔታ እንዲረዳና በፖሊስና በህገወጦች የሚፈጸመውን ህገወጥ ድርጊት በአስቸኳይ እንዲያስቆም ማድረግ፡ አድሃኖም የሳውዲ አረቢያ አምባሳደርን በመክሰስ እንዲህ ብለዋቸዋል፣ “የሳውዲ አረቢያ መንግስት ህገወጥ ስደተኞችን ለማስወጣት የተከተለውን መርህና የሳውዲ አረቢያ ባለስልጣኖች በህገወጥ ስደተኞች ላይ የወሰዷቸውን እርምጃዎች በተመለከተ ኢትዮጵያ ታላቅ አክብሮት አላት፡፡ እንዲሁም በሳውዲ አረቢያ በሚኖሩ ዜጎቻችን ላይ የተወሰደውን ህገወጥ አያያዝና ግድያ ታወግዛለች“ ይላል፡፡ ግን ሰው ምን ዓይነት አሽከርነትና ጫማ ላሽነት ውሰጥ ይዘፈቃል?! ለዜጎቹ የሚቆረቆር በምድር ላይ የሚኖር ማንም አገር ቢሆን የራሱን ዜጎች የስቃይ ሰለባ ላደረገ ሌላ አገር በምንም ዓይነት መልኩ ቢሆን “ክብር አለው” የሚል ቃል አይተነፍስም፡፡ አድሃኖም በጉዳዩ ላይ ጥልቅ ግንዛቤ ያላቸው አይመስልም፣ ምክንቱም ጉዳዩ ስለሳውዲ አረቢያ የግዛት ሉዓላዊነት ወይም ስለስደተኞች ፖሊሲ ጉዳይ አይደለም፣ ጉዳዩ የሳውዲ አረቢያ ገዥ አካል በኢትዮጵያውያን/ት ስደተኛ ሰራተኛ ዜጎች ላይ እየፈጸመ ስላለው የሰብአዊ መብት ረገጣ ተገቢውን እርምጃ የመውሰድና ያለመውሰድ ጉዳይ ነው፡፡
ከዚህም በላይ አደሃኖምም ሆነ ወይም ሚኒስቴር መስሪያ ቤታቸው ከሳውዲ አረቢያ የውጭ ጉዳይ ሚኒስቴር ጋር የሚኖርን ተቃውሞ በይፋ ለህዝብ አላሳወቁም፡፡ “የተቃውሞ ደብዳቤ” ወይም “የዲፕሎማቲክ ማስታወሻ” የአንድ መንግስት የውጭ ጉዳይ ሚኒስቴር ለሌላው ጥፋት ለፈጸመው መንግስት ይቅርታ የማይደረግለትን የማይናወጥ አቋም በመግለጽ በይፋ ያሳውቃል፡፡ የተቃውሞ ደብዳቤው በምንም ዓይነት መልኩ ቢሆን “ተቀባይነት የለውም” የሚል ቃል አይጠቀምም፡፡ በጥቂቱም ቢሆን ስለ “”አሳሳቢ ጉዳዮች” እና ነገሮች መሻሻል ካላሳዩ ወደፊት “ጉዳት ሊያመጡ” የሚችሉ ጉዳዮችን በመጥቀስ ሊያሳውቅ ይችላል፡፡ አድሃኖም እንዳደረጉት እንቁጠረውና የተቃውሞ ደብዳቤ ለሳውዲ አረቢያ የውጭ ጉዳይ ሚኒስቴር የጻፉ መሆኑን ለህዝብ ይፋ ሊያደርጉ ይገባል፡፡
በሳውዲ አረቢያ በሚኖሩ ኢትዮጵያውያን/ት ዜጎች ላይ የተፈጸመውን የሰብአዊ መብት ረገጣ በሚመለከት የአፍሪካ ህብረት የውግዘት መግለጫ እንዲያወጣ ማድረግ፤ እ.ኤ.አ በ2015 አስከሚደረገው አገር አቀፍ ምርጫ ድረስ የአድሃኖምን ወንበር እያሟሟቁ የሚገኙት የይስሙላው የኢትዮጵያ ጠቅላይ ሚኒስትር ኃይለማርያ ደሳለኝ የወቅቱ የአፍሪካ ህብረት የዝውውር ሊቀመንበር ናቸው፡፡ ኃይለማርያም ደሳለኝ የተባበሩት መንግስታት የዓለም አቀፉ የወንጀለኞች ፍርድ ቤት በአፍሪካ መሪዎች ላይ የዘር አደን ይፈጽማል በማለት የዘር አደናውን ለማስቆም የአፍሪካ መሪዎችን በማሰባሰብና በማስተባበር ቆላ ደጋ በማለት ጥረት ሲያደርጉ የቆዩ እና እንዲያውም የህብረቱ አባል አገራት የሮማ ስምምነተን በመጣስ ከአይሲሲ አባልነት እንዲወጡ በመሃንዲስነት ጥረት ሲያደርጉ መቆየታቸወ የሚታወስ ነው፡፡ ነገር ግን በመቶዎችና በሺዎች የሚቆጠሩ የአገራቸው ዜጎች በሳውዲ አረቢያ መንገዶች በፖሊሶች፣ በወሮበሎችና በህገወጦች “የዘር አደና” ጥቃት ሲፈጸምባቸው ትንፍሽ አላሉም፣ የጎመንዘር ቅንጣት የምታክል ድርጊት አልፈጸሙም፡፡ (በነገራችን ላይ ይህ ሁሉ ስቃይ በኢትዮጵያውያን/ት ዜጎች ላይ ሲፈጸም የይስሙላው ጠቅላይ ሚኒስትር ኃይለማርያም ደሳለኝ በአገር ውስጥ ነበሩን? ኢትዮጵያውያን በሳውዲ አረቢያ “የዘር አደን” እየተፈጸመባቸው መሆኑን አስመልክቶ ቃል ትንፍሽ ሲሉ የሰማ ይኖራልን?)
አስቸኳይ ምርመር እንዲካሄድ ለተባበሩት መንግስታት የስደተኞች ጉዳይ ከፍተኛ ኮሚሽን (UNHCR) ኮሚሽነር ማሳወቅ፣ዩኤንኤችሲአር/UNHCR በተባበሩት መንግስታት በተሰጠው ኃላፊነት መሰረት “ዓለም አቀፍ የስደተኞችን ጥበቃ ማድረግና በስደተኞች ችግር ላይ ውሳኔ የመስጠት እንዲሁም ስደተኞችን የመምራትና የማስተባበር ስራ” ያከናውናል፡፡ ስደተኞች አግባብ ባልሆነ መልክ ሲያዙና የሰብአዊ መብት ጥሰት ካለ የመመርመር ስልጣን ተሰጥቶታል፡፡ አድሃኖም UNHCR ጉዳዩን እንዲመረምረው መጠየቃቸውን የገለጹበት ሁኔታ የለም፡፡ ምናልባትም ጥያቄ አቅርበው ከሆነ መጠየቃቸውን የሚገልጽ መረጃ አልቀረበም፡፡
እንዲህም ሆኖ UNHCR ስደተኛ ሰራተኞችን ግጭት ከተከሰተበት ቦታ ወደ ሌላ ለማዘዋወር የሎጅሰቲክስ እርዳታ ብቃት አለው፡፡ ለምሳሌ ያህል እ.ኤ.አ በ2011 በሊቢያ ጸረ መንግስት አመጽ በተቀሰቀሰ ጊዜ UNHCR በአስር ሺዎች የሚቆጠሩ ስደተኛ ሰራተኞችን ከሊቢያ ወደ ጎረቤት አገሮች በማመላለስ የተቀላጠፈ ስራ ሰርቷል፡፡
ጉዳዩ በተባበሩት መንግስታት የስደተኞች ጉዳይ ከፍተኛ ኮሚሽን ኮሚሽነር/UNHCR እና በተባበሩት መንግስታት የሰብአዊ መብቶች ኮሚሽን ኮሚሽነር ጽ/ቤት/OHCHR ቀርቦ እንዲጣራ ቅሬታን ማስመዝገብ፤ ከOHCHR ዋና ዋና ተግባራት መካከል “የከፋ የሰብአዊ መብት ጥሰቶችን ማጣራት” እና “የሰብአዊ መብት ጥበቃ ስራዎችን ማከናወን” ናቸው፡፡ የማጣራት ስራውን እንዲሰራ የሳውዲ ገዥ አካልን ከመጠየቅ ይልቅ አድሃኖም እንዲያጣሩትና ጣልቃ እንዲገቡ UNHCR እና OHCHRን መጠየቅ ነበረባቸው፡፡
የኢትዮጵያ ዜጎች ከሳውዲ አረቢያ ኤምባሲ ፊት ለፊት ሰላማዊ የተቃውሞ ሰልፍ እንዲያደርጉ መፍቀድ፤ ኢትዮጵያውያን/ት በሳውዲ አረቢያ በሚኖሩ ወንድሞቻቸውና እህቶቻቸው ላይ በተፈጸሙባቸው እና እየተፈጸሙባቸው ባሉት የሰብአዊ መብት ረገጣዎች ምክንያት ተዋርደዋል፣ ሀፍረትም ደርሶባቸዋል፡፡ አድሃኖም በኢትዮጵያ ጥገኝነት እንዲጠይቁ ነብዩ መሀመድ ተከታዮቹን ወደ ኢትዮጵያ ልኮ እንደነበር ተናግረዋል፡፡ ኢትዮጵያ በአንድ ወቅት ጥገኘነት የሚጠየቅባት ምቾትና እርዳታ የሚደረግባት ቅዱስ ቦታ ነበረች፡፡ ኒልሰን ማንዴላና ሌሎች የአፍሪካ ናሽናል ኮንግረስ ፓርቲ አመራሮች እ.ኤ.አ በ1962 ስልጠና ለመውሰድ ወደ ኢትዮጵያ መጥተው ነበር፡፡ በአጼ ኃይለ ስላሴ ልዩ ትዕዛዝ መሰረት ኒልሰን ማንዴላ የኢትዮጵያ ፓስፖርት እንዲሰጣቸው ተደርጎ ያለምንም ችግር ዓለምን ሲዞሩ ነበር፡፡ በአንድ ወቅት ኢትዮጵያውያን/ት በዓለም ላይ የሚከበሩና የሚሞገሱ ነበሩ፡፡ በአሁኑ ጊዜ ደካሞችና በባርነት የሚገዙ ሆነዋል፡፡ ያሰቡትን በመናገራቸው ይደበደባሉ፣ ይታሰራሉ፡፡ አዲስ አበባ በሚገኘው የሳውዲ አረቢያ አምባሳደር ፊት ለፊት በመገኘት ተቃውሟቸውን በሰላማዊ መንገድ ለማሰማት ሲሞክሩ የሳውዲ አረቢያ ፖሊስ በሀገሩ ኢትዮጵያውያንን/ትን ባስተናገደበት መጥፎ አያያዝ ሞዴልነት በተመሳሳይ መልኩም በአዲስ አበባ እንዲደረግ ሆኗል፡፡ ተዋርደዋል፣ ርህራሄ በጎደለው መልኩ ተደብድበዋል፣ በቁጥጥር ስርም ውለዋል፡፡ የገዥው አካል አፈቀላጤ የሆነው ሽመልስ ከማል ገዥው አካል በሰላማዊ የተቃውሞ ሰልፈኞች ላይ እርምጃ መውሰድ ይገባዋል ብሏል፣ ምክንያቱም ይላል፣ “አብዛኞቹ ሰላማዊ ሰልፍ አድራጊዎች በኢትዮጵያና በሳውዲ አረቢያ መካከል ጸንቶ የቆየውን ጠንካራ ግንኙነት የሚያበላሽና ጸረ አረብ የሆኑ መልዕክቶችን የያዙ በመሀናቸው ነው::”
ማንም ቢሆን ከሚቀርበው ጓደኛው ጋር የመስታወት ላይ ጠብ ያደርጋል የሚል ግምት የለኝም፡፡ አድሃኖምና ገዥው አካል እንዲያስታውሱት የምፈልገው ነገር…”ለመበሳጨት ዘገምተኛ የሆነውን እሱን ተጠንቀቁ፣ ለመምጣት ለምን ያህል ጊዜ እንደሚቆይ፣ ከመጣ ደግሞ ኃይለኛው እርሱ እንደሆነ እና ለብዙ ጊዜ የሚቆይ ነው፡፡ የተዋረደ ትዕግስተኝነት ወደ ቁጣ ይቀየራል::”
የአጣዳፊ ሁኔታውን ለመስራት ልዩ ግብረ ኃይል አያስፈልግምን? ኢትዮጵያ በሳውዲ አረቢያው እንደደረሰባት ዓይነት ኪሳራ በሚደርስባት ጊዜ ለዜጎቹ የሚያስብ ገዥ አካል ተገቢውን ምላሽ ለመስጠትና ለማስተባበር የአስቸኳይ ጊዜ ማስፈጸሚያ ግብረ ኃይል ያቋቁማል፡፡ የሲቪል ማህበረሰብ ቡድኖች ተመላሽ ስደተኛ ወገናቸውን ለማገዝ እንቅስቃሴ ያደርጋሉ፡፡ ዓለም አቀፍ የሰብአዊ መብት ድርጅቶች እገዛ እንዲያደርጉ ይጠየቃሉ፡፡ አነዚህ አልተደረጉም:: በሳውዲ አረቢያ ያለው የኢትዮጵያውያን/ት ሁኔታ በአጭር ጊዜ ውስጥ ያልፋል፣ ስለዚህም ብዙ ሚሊዮን ሄክታር መሬት ለሳውዲ አረቢያ ኢንቨስተሮች በመስጠት የተለመደው ቢዝነስ በተለመደው ሁኔታ ይቀጥላል የሚል ስሌት በአድሃኖምና በገዥው አካል አቅዋም የተያዘ መሆኑም ይገልጣል፡፡
አድሃኖም ወደፊት አንደሚሉ ፤
አድሃኖምና ገዥው አካል ከሳውዲ አረቢያ ወደ ሀገራቸው ለሚመለሱትና ለሚቋቋሙበት የተመደበውን 50 ሚሊዮን ብር ተመድቧል ብለዋል:: ይህ ከባልዲ ውኃ አንዷ ጠብታ ናት፡፡ ይህም ገንዘብ ወደ 2 ሚሊዮን የአሜሪካ ዶላር ይሆናል፡፡ በዚህች በጣም ትንሽ በሆነች 2 ሚሊዮን ዶላር 200 ሺ ወይም ከዚያ በላይ የሚሆኑ ከስደት ተመላሾችን ለማስፈር፣ ለማዘዋወርና ለማጓጓዝ የሚያስችል አይደለም፡፡ ከዚህም በተጨማሪ ገዥው አካል ይህን ያህል ገንዘብ ለእነዚህ ተግባራት ተብሎ የተያዘ ለመሆኑ ማረጋገጫ የለም፡፡ እ.ኤ.አ ጁላይ 2013 የዓለም አቀፍ የገንዘብ ድርጅት ባለሙያዎች ተልዕኮ መግለጫ መሰረት ኢትዮጵያ ከውጭ ወደ ሀገር ውስጥ ለምታስገባቸው ሸቀጦችና አገልግሎቶች ለሶስት ወራት ብቻ ሊያቆይ የሚያስችል የውጭ ምንዛሬ ክምችት እንዳላት ይፋ አድርጓል፡፡
አድሃኖምና ገዥው አካል ብዙም ሳይቆዩ ተመላሽ ዜጎቸን ለማጓጓዝና ለማቋቋም የልመና ኮሮጃቸዉን አንጠልጥለው ወደ ዓለም አቀፉ የመንገድ ልመና መውጣቸው የማይቀር ጉዳይ ነው፡፡ በእርግጥ የሚገኘውን እርዳታ ለመቀራመት የሚችሉ የራሳቸውን አትራፊ ያልሆኑ ድርጅቶችን አስቀድመው ያቋቁማሉ፡፡ አድሃኖም ይለምናሉ፣ እንዲህ በማለት፣ “ከሳውዲ አረቢያ ለሚመለሱ ስደተኛ ዜጎች ገንዘብ በጣም ብዙ ገንዘብ እንፈልጋለን፡፡“ ጋሻጃግሪዎቻቸው በህዳሴው ግድብ ወይም በሌላ መልክ እንደሚጠሩት እንዳደረጉት ሁሉ በዓለም ዙሪያ በመሰማራት ኑስ ሳንቲም ሳይቀር ልመናቸውን ያጧጡፋሉ፡፡ ለገዥው አካል መንግስታዊ ያልሆኑ ድርጀቶች ይህ ሁኔታ ንፋስ አመጣሽ ዘረፋ ነው፡፡ በልመናው በብዙ ሚሊዮን የሚቆጠር ዶላር እንደሚገኝ በመገመት እነዚህ መንግስታዊ ያልሆኑ ድርጅቶች እጃቸውን በማሻሸት እና ለሀጫቸዉን በማንጠባጠብ ሰፍ ብለው ይጠባበቃሉ፡፡ ግን በልመና ብዙ ዕርዳታ ላያገኙ ይችላሉ፡፡ ለዚህም ነው በሳውዲ አረቢያ መንገዶች ላይ እጃቸውን በመዘርጋት ምጽዋት፣ ቢለምኑ አልደነቅም ያልኩት፡፡
ለኢትዮያችን አለቅሳለሁ፣ ለውዲቷ አገሬ! ግን “ከዋሻው መጨረሻ ብርሃን አለ“
አድሃኖም እንዲህ አሉ፣ “ከዋሻው መጨረሻ ብርሃን አለ፣ እና ይህን እውን እንደምናደርገው እናውቃለን፣ እና ድህነትን ተረት እንደምናደርገው ጥርጥር የለንም”፡፡ እኔ ደግሞ እላለሁ በኢትዮጵያ ምድር ውስጥ ከዘውዳዊነትና ከአምባገነንነት ዋሻ መጨረሻ ብርሃን አለ፡፡ ከአድማስ ባሻገር አዲስ ቀን አለ፡፡ መደጋገፍ አለብን፣ እጅ ለእጅ ተያይዘን ሁለት አስርት ዓመታት እና ከዚያ በላይ ከዘለቀው የጭቆና እና የመሰረታዊ የሰብአዊ መብቶች እጦት ዋሻ ውስጥ ተጉዘን በድል አድራጊነት መውጣት አለብን፡፡
በሳውዲ አረቢያ ያሉ ኢትዮጵያውያን/ት ያሉበትን አስከፊ ሁኔታ አስመልክቶ የተዘጋጁትን የእኔን ትንታኔዎች ያነበበ ሁሉ እኔ በጣም ህግ አጥባቂና ሲበዛ ትንታኔ ሰጭ እንደሆንኩ ሊናገር ይችላል፡፡ እንዲያውም ታላቁን የሰው ልጅ ሰቆቃ “ለመፈላሰፊያ ትምህርታዊ ክህሎት” አውሎታል ብለው ሊከሱኝ ይችላሉ፡፡ ይህን ሊሉ ይችላሉ ምክንያቱም ለዚህች ተወዳጅ አገሬ ምን ያህል እንዳለቀስኩና ምን ያህል ተስፋ እንደቆረጥኩ ስለማያውቁ ነው፡፡ እ.ኤ.አ በ1948 በዚሁ ዓመት አፓርታይድ በአፍሪካ ህግ ሆነ፣ አላን ፓቶን እንዲህ ሲል ጻፈ…”ውዷ ሀገሬ አልቅሽ“… እና በደቡብ አፍሪካ ዕጣ ፈንታ ላይ ያለውን የታሟጠጠ ተስፋ ገለጸ፡፡ የእኔም በኢትዮጵያ ዕጣ ፈንታ ላይ ያለኝ ተስፋ ፓቶን ካለው ጋር ተመሳሳይ ነው፡፡ፓቶን ሲጽፍ፣
ለተገነጣጠለው ጎሳ፣ ለወደቀው ባህልና ህግ አልቅስ! አዎ! ለሞተው ሰውዬ ድምጽህን ከፍ በማድረግ አልቅስ፣ ፍቅሩን ላጣችው ሴትና ለልጆቹ አልቅስ፡፡ ለውድ ሀገርህ አልቅስ፣ እነዚህ ነገሮች በእራሳቸው የመጨረሻ አይደሉም፡፡ ፀሐይ በመሬት ላይ ብርሀኗን ትፈነጥቃለች፣ በተወዳጁ መሬት ሰው ባልተደሰተበት ላይ፡፡ የልቡን ፍርሃት ብቻ ያውቃል፡፡
አኔም በኢትዮጵያ “ለተበጣጠሰው ጎሳ” አለቅሳለሁ፡፡ ከሰውነት በታች ሆነው በሳውዲ አረቢያ ለሚሰቃዩት ወንድሞቸና እህቶቸ በዝምታ አለቅሳለሁ፡፡ በመካከለኛው ምስራቅ ለሚደፈሩት፣ ለሚደበደቡት እና በመስኮት ለሚወረወሩት፣ ከጣራ እና ከዛፍ ላይ ተሰቅለው ለሚሞቱትና በፈላ ውኃ ሰውነታቸውን ለሚጠበሱት እህቶቸ አለቅሳለሁ፡፡ በሳውዲ ሌባ ጭንቅላቱን ለሚበረቅሰው ወጣት አለቅሳለሁ፡፡ ነጻነት በማጣታቸው እና በሀገራቸው መብት እንደሌላቸው በመቆጠራቸው ምክንያት ሀገር ጥለው ለመሰደድ ለሚገደዱት ወጣት ወንዶች እና ሴቶች አለቅሳለሁ፡፡ ህይወታቸውን ለማሻሻል በማሰብ የየመንንና የሳውዲ አረቢያን በረሀዎች ሲያቋርጡ በሞት ለተለዩ ኢትዮጵያውያን አለቅሳለሁ፡፡ በየዕለቱ በኢትዮጵያ አየር መንገድ ወደ ሲኦሉ ሳውዲ አረቢያ ለሚበሩ ወጣት ኢትዮጵያውያት ቆነጃጅት አለቅሳለሁ፡፡
የ2005 ሀገራዊ ምርጫን ተከትሎ በኢትዮጵያ በየጎዳናው በግፍ ለተገደሉት ወጣት ወንዶችና ሴቶች፣ እንዲሁም አባቶች እና እናቶች አለቅሳለሁ፡፡ ለእህቴ ለርዕዮት ዓለሙ እና ለወንድሞች ለእስክንድር ነጋ፣ አንዷለም አራጌ፣ ውብሸት ታዬ፣ በቀለ ገርባ፣ አቡበከር አህመድ፣ እና በብዙ ሺዎች ለሚቆጠሩ የፖለቲካ እስረኞች አለቅሳለሁ፡፡ መሪ በመምሰል በባዶ ልብስ ለተጀቦኑትና በሙሰኛ ሌቦች መዳፍ ስር ለወደቁት ኢትዮጵያውያን/ት አለቅሳለሁ፡፡
አዎ አለቅሳለሁ እናም አለቅሳለሁ፣ “ልቅሶዎቸ ያልተሳኩ ቢሆንም“ ለውዲቷ አገራችን አለቅሳለሁ፣ ግን እኮ ጩኸታችን ይሰማል፣ ደቡብ አፍሪካ ከአፓርታይድ የአምባገነንነት ዋሻ ወጥቷል፣ ኒልሰን ማንዴላም ቃል ገብተዋል…”በፍጹም በፍጹም እና በፍጹም ይህች የተዋበች መሬት ተመልሳ የአንዱ በአንዱ ላይ መጨቆኛ አትሆንም፣ ክብር የታጣባት የተዋረደች ዓለም አትሆንም“::
ኢትዮጵያውያን/ት እንደገና ክብራቸውን ይቀዳጃሉ፣ እና በአገር ውሰጥም ሆነ በውጭ የተከበሩ ይሆናሉ፡፡ “የዓለም ተዋራጂ” ሆነው አይቀጥሉም፡፡ እና በጥልቅ ከልብ አምናለሁ ኢትዮጵያ እጆቿን ወደ እግዚአብሄር ትዘረጋለች፣ እንደገና አናለቅስም፣ ሀሴትንም እናደርጋለን፡፡

Members of the Washington, DC area Ethiopian community paid homage to Nelson Mandela, former South African President and former leader of the African National Congress, who passed away on December 5th at the age of 95.
As the world both mourns Mandela’s passing and celebrates his life, it was Mandela’s special ties with Ethiopia that brought about 20 or so Ethiopians to the recently erected statue of Mandela in front of the South African Embassy in our Nation’s Capital to pay tribute to the iconic figure. That is because you guys have produced a great man and his legacy is a legacy for all of us,” Obang Metho said of Mandela. Metho is Executive Director of the Solidarity Movement for a New Ethiopia. He made the remark to Darias Jonker, First Secretary -Political of the South African Embassy who came out to greet the group.
“When Mandela took a trip through Africa, when he decided to take his struggle to another level and the time he spent in other countries including Ethiopia made a big difference on Mandela the man,” Jonker told the group. “Thank you for sharing in our sadness but also sharing in a vintage of hope and an enjoyable future that one day all of us can live to witness.”

Members of the Washington, DC area Ethiopian community paid homage to Nelson Mandela, former South African President and former leader of the African National Congress, who passed away on December 5th at the age of 95.
As the world both mourns Mandela’s passing and celebrates his life, it was Mandela’s special ties with Ethiopia that brought about 20 or so Ethiopians to the recently erected statue of Mandela in front of the South African Embassy in our Nation’s Capital to pay tribute to the iconic figure. December 13th and Anuak genocide
Today December 13th, 2013 marks the 10th anniversary of the Anuak genocide that began with the brutal massacre of 424 Anuak leaders and young students in less than three days, but continued for another two years. Up to 1,500 more were killed, many more atrocities were committed and the limited infrastructure of the region was significantly destroyed. Today we clearly understand that the TPLF/EPRDF’s intent was to take over control of the land, water, oil and natural resources from the Anuak and other indigenous people in the region—the Nuer, the Majanger, the Opo and the Komi. Even the words chanted by the militia groups and Ethiopian military troops as they marched through Gambella town looking for Anuak on their list to kill next gave evidence of what they wanted. They chanted, “Today there will be no more Anuak land.” The Anuak were simply “impediments” to gaining access to the land. In Gambella today, the pace of land grabs has become astronomical as land and rights to water and natural resources are being given away to TPLF cronies and foreign multinational companies for next to nothing for decades while the local people are being forced from their homes. As the Anuak commemorate the darkest of days in their memory, they are not alone as countless other Ethiopians and justice loving people beyond the borders of Ethiopia remember this day with them, but tragically, many precious members of our greater Ethiopian family have faced or are facing their own December 13ths. Right now, the Gamo people of the South are being victimized by this regime. So are others in the south as well as the people of the Ogaden, Afar, Oromia, Benishangul, Amhara, Tigray and within Addis Ababa. We are a family at risk and as we remember the Anuak today, we must not forget our fellow brothers and sisters who are also struggling. When the TPLF/EPRDF singled out the Anuak in 2003, they believed that they could easily trample on this tiny, marginalized and unknown people without any consequence. They were wrong. The TPLF/EPRDF wanted to single this one group out as a tribe that they could dehumanize and destroy and that no one would care; making the Anuak all the more isolated and alienated from the mainstream. Instead, it led to the formation of the Anuak Justice Council with its commitment to reach out to other Ethiopians to stop the never-ending cycle of tribal conflicts and revenge; believing this was the only way to bring sustainable freedom and justice to all. May God heal our land from the blood, death and sorrow that has wounded our souls. May God make our own hearts fertile soil for healthy growth so we can look at each other as part of our precious Ethiopian family. Long live this beautiful, ancient land of Ethiopia we call our sweet home.

The prime TPLF website Aigaforum republished the long letters to the editor written by Meles Zenawi in order to spare him of Mrs Ana Gomez’e absolutely correct evaluation of him recently. Mrs. Anna Gomez, who recently travelled to Addis Ababa has given interviews to local news papers where she described the now diseased Prime Minister as a brute and crooked person. Just in case Aiga has forgotten here under is an analytical response to Meles’s Letters to the editor by Fekade Shewakena at the time that exposed the many lies in Meles’s long letter. Quick observations of Meles Zenawi’s letter on the EU-EOM Report

I know many Ethiopians who recoiled in disbelief and shame when the Head of the EU-EOM, Mrs. Anna Gomez, was accused of taking financial bribe from the opposition and maligned together with Mr. Tim Clark, head of the EU delegation in Ethiopia, on the government daily, the Ethiopian Herald, prior to the issuance of the 10-page Preliminary Report. Decent Ethiopians felt ashamed because they have every reason to suspect that the article of blackmail printed on the Ethiopian Herald is the work of senior officials of the EPRDF (the PM being a prime suspect) written under a pseudonym, as the paper routinely screens authors of opinions on issues as high profile and sensitive as this one. It is now clear that was an apparent preemptive strike, conceived out of fear that the truth about widespread electoral malpractice of the EPRDF was on its way to be exposed for the world.
Now as the truth about this fraudulent election begins to sink in, and is laid bare for the world to see, it appears EPRDF’s officialdom is becoming more desperate and berserk than we even imagined. The desperation has now reached its peak with the PM’s personal letter of distortions, outright lies and less than diplomatic language used to respond to the EU-EOM Report and the shameless name calling of Mrs. Anna Gomez, the head of the Mission. This time, the PM seems to have set out not only to steal the election, but the truth too. The only thing the prime minister does not do on his letter is establishing a motive for the EU-EOM to lie in favor of the opposition. It now appears that the bribe theory was floated during the period of the preemptive strike for this purpose. The Prime Minister, deep inside him, knows the operations that have been carried out to steal the election once it was found out on Election Day that the results were trending in favor of opposition. The PM’s long diatribe and tantrums are therefore nothing more than an attempt to create reasonable doubt by pulling every conceivable technique of distortion and lie making. Whether this technique of throwing tantrums and babyish techniques would yield the expected results of mild retribution and continued political aid from the West remain to be seen, but it is hard to doubt that this is the goal the PM is aiming at.
The Outline and Strategy of the PM’s letter:
The amazing long letter of the PM, which many believe may have broken world record, by being the longest letter to the editor on any newspaper, is 13,248 words long of which 1.439 words, more than 10%, come from direct quotations from the EU-EOM Report itself. There are 19 direct quotations, an average of 2 quotations per page without including the rephrases. The EU-EOM Preliminary Report may also be a record case for being the only 10-page document that has ever been quoted to death. Mind you, this is not the full and detailed report that may perhaps span into over a hundred pages. I am afraid the PM would have had to write a book with the current pace had he waited for the final report. Perhaps more importantly, the letter also provides a rare window into the operation of the mind of a dictator suffocated with arrogance and hubris and unmitigated greed for power. It is an exhibition of unbelievable certitude and self-righteousness for a person who has been caught red handed while making daylight robbery. How, at least, the loss of every vote in entire Addis Ababa, the capital city, the seat of his government, can’t even give him a humbling experience is beyond reason.
In any case, the PM seems to follow a systematic strategy when he set out to write the letter. The first thing he did was to disaggregate the EU Report and put it onto four plates. Parts of the Report that seem to favor his position are put on his side of the plate. The parts of the report that expose the excesses and fraudulence of his regime are put on the “ridicule and attack” plate. The third, some of the distortable items that could be made to read outside context are put separately on Tina Turner’s tray, the “what’s this got to do with it” category. In some cases, where the reported incidents are uncontestable, they are duly admitted and put on the “so what, even big democracies make electoral mistakes” plate. The letter is characterized by amalgams of cheap shots, unbelievable insinuations, and laughable assertions and easy to discover lies. This is the fantastic scheme, the outline, if you will, of the PM’s letter.
The Garbage Dump and the search for edible items:
PM Melese’s letter has a bad stench that begin from its head, not because it talks about garbage and garbage dumps, but because it begins from the smell of an elementary logic that died on arrival. Elementary logic has it that if a given statement contains both False and true constructs, it be wholly treated as a false and thrown out that way altogether. It is therefore one thing to dismiss the entire EU report as “garbage” as the PM and his acolytes tell us it is, it is altogether another to go in the garbage dump to scrape for edible items in it. PM Meles, in the cleverest of his cleverness chose the unthinkable. He carried the whole garbage dump home to scavenge for edible items. Accordingly, the first thing he set out to do was to surgically scrape out the things he considers good and edible on his side of the tray, no matter how that smells. The findings of his hard labor of digging and scavenging from the garbage dump are summarized in the following words:
the statement has some big, really big, lumps of truth in it, and it is relatively easy to remove the garbage that has covered those lumps of truth. While I was expecting a huge garbage damp (sic) all I got was newly started garbage damp (dump?) that was unable to bury the truth. The letter cannot but therefore start by identifying and highlighting the lumps of truth in the statement. (Emphasis Mine)
Once the scavenging for edible items, the so-called truths is finished, the next step on the strategy of Mr. Zenawi is to employ the technique of the little hungry baby. Yes, the little baby’s technique known in Amharic as “bilt lij eyebela yaleksal”, (roughly translates as “a clever baby cries demanding more food while chewing what he already has). The honorable PM is chewing and crying at the same time.
The tactic of let’s be judged by the Mechanics of the election alone:
Mr. Zenawi wants this election to be judged by the mechanics of it rather then the whole process of counting the votes and outside the context of the reign of terror that took place throughout the election and investigation process. The surprising reasoning he employed is that you can’t say good things about the election infrastructure and the mechanisms and conclude that the election result is not trustworthy or fraudulent. The inclusion of other substantive factors into the judgment process is considered making a contradiction. If you, for example, say PM Meles is a bald man, it would be a contradiction to talk about the remaining hair on his head. You will be accused of making contradictory statements and “laughed out of town”.
PM Meles quoted nearly everything the EU Report considers positive attributes of the election process – that there is a “complex system to address complaints”, that there exists a Mechanism to sort out disputes between political parties”, that the CIP worked in accordance with the terms of reference in at least the observed localities, etc. The honorable PM has successfully cleaned the garbage dump of virtually every edible item. The items he thinks good for his case are quoted without a single drop of a word and coma. The sickeningly too many “sic”s are also provided to help us avoid any confusion that may arise due to syntax and grammatical errors. Phrases like “in many occasions” are to be read as “on many occasions” to help us avoid confusion. When you are out to defend the truth you found out by toiling in a large dump, you need to clean it neat and be error free, you see.
For example he quotes the following statements from the EU Report and gloats over it.
EPRDF evidence was better substantiated; their CIPs representatives were better prepared and their witnesses (often members of the local administration) more impressive.”
And boldly, perhaps also proudly, asserts – “No wonder the EPRDF won most of the cases”.
The thing Meles forgot to note or failed to pick from the garbage dump while scavenging for the above quote, however, is that somewhere toward the beginning, the Report also says the following:
“the complaint investigation process took place in the context of serious violations of human rights and freedoms, namely of opposition leaders and suspected supporters” and another damning statement which says, “ de facto there was no playing field”
The possibility that the opposition could have come out with more impressive witnesses and evidence had there been no serious widespread rights violations is not even a consideration in his mind. No, actually to him, there were no human rights violations. After all, the people that were being herded in jumbo prisons or killed and maimed in the streets in mass are “unemployed youth” who have brought it upon themselves by trying to rob banks. Never mind about these intimidating reasons as to why the opposition was unable to present its case. Being better organized with more resources including taxpayer resources puts you in a better position to claim the truth.
Sometimes scavengers feeding on garbage dumps make a mistake of confusing the edible from the inedible. In at least one case, Meles says he agrees with the EU assessment and in effect tries to give us an implication that the EU Report said the mechanism worked good and served a positive purpose for this investigation. This is a lie. Here is what he says
I would fully agree with the EU-EOM on this. The mechanism that was set up to investigate complaints with the agreement of all concerned parties was indeed a very good mechanism that provided for a peaceful solution to the disputes with respect to the elections. It was the appropriate mechanism for an environment that the EU-EOM characterizes as tense. The system designed for previous elections could not work in the new environment of tension, and a new system that can work in such an environment had to be designed with the agreement of all the concerned parties.
There are two disingenuous insinuations by the PM in here.
(i) The Report says the mechanism is a positive development that needs improvement for future use taking stalks of lessons from the practices this time. In plain English this means the report does not say the mechanism has succeeded in solving the substantive problem with regard to vote counting and adjudication of contentions between the parties in this election.
(ii) The insinuation that the so called new system was designed with the agreement of all concerned parties is dishonest as the opposition was made to agree after a lot of arm-twisting by the international community, particularly donor embassies in Addis Ababa, and after a lot of intimidation and harassment on the leadership of the opposition and their supporters. This is a case of flat out dishonesty that exceeds even conventionally accepted boundaries of lies that politicians are often tolerated to make. We know for fact that the opposition entered into the election after Mr. PM said changing personnel at the Election Board would be done over his dead body. Early on, the opposition has told us that they would enter into the election, not because of the existence of laws and institutions that guarantee the election’s fairness, but trusting the Ethiopian people who are dying to see change.
The Tactic of Surgical Quotations:
PM Meles’s advisors or the people who taught him how to do literary criticism have obviously not taught him a simple thing – the smaller the size of the document subjected for criticism, the better it is not to make many quotations. The EU Document, unlike a book or an analytic paper, is a summary of a much larger and detailed report yet to be published. In such cases, making surgical quotations cannot mean anything unless you see it inside the whole. Here is an excellent example of this case where the PM did a very disingenuous job of leaving out a statement immediately preceding his quote. He quotes:
“Tension was exacerbated by the fact that, since polling day public demonstrations were banned and media openness ceased, with the official media back under tight control and spinning (sic) of the ruling party and opposition parties denied access to them. Also journalists were intimidated and arrested. The government, in the meantime, rejected (sic) to agree on a code of conduct for the free and responsible operation of the media. The governmental control of state media compromises (sic) the credibility of electoral process since May 15….”
After quoting this statement Meles asks the EU Mission Tina’s question and also gives her the answer.
“So what has the ban of demonstrations got to do with the investigation? Nothing!”
But Oopse! He left out the sentence immediately preceding the quote, which would have answered Tina’s question in the affirmative. Put the following right in front of the preceding quote:
The Context of the complaints investigation was marked by an ongoing high tension in the country, and stalemate between the government party and the opposition. This was aggravated by the handling of the June disturbances by government forces in violation of human rights and citizens rights enshrined in the Ethiopian constitution.
Tension was exacerbated by the fact that.……………….
You see, Tina was not asking about the ban of demonstrations alone. She wouldn’t have any question if she was given the full information or if at all she asks she would have formulated her question as follows.
“What has the ongoing high tension in the country, the violation of human rights of citizens, the handling of the Jun protests by the EPRDF and the ban on demonstration got to do with the investigation process?”
The proper answer for Tina’s question would then be that people fear to testify at the CIP’s for the opposition even if they know the truth while the EPRDF is wildly shooting at opponents, knocking doors in the middle of the night and mass-detaining and torturing citizens in Ziway and Sendafa jumbo prisons and, of course, banning demonstrations for anyone to express any opposition or raise questions. You see my dear Tina, the potential witnesses are not dogs you see, they fear for their lives. Tina would have no problem understanding that few would dare to involve themselves in testifying for the opposition under these circumstances and while they hear wailing mothers on the voice of America and Radio Douche Wale and seeing pictures of dead bodies strewn all over the verandas of hospitals.
It should also be pointed out to Mr. Prime Minister that Anna Gomez and the EU-Mission are not alone in assessing this horrible investigation environment. Did you see the actual footage on an Australian Television, where that Anna Gomez looking like Aussie, Olivia Rousset, recorded real pictures at an investigation site somewhere in the rift valley? (see both footage and transcript here)
Meet the young lady, Fasika, an opposition witness, who tells Olivia and the world “ they (your cadres) warn us by staring at us”. Or listen to Tesfaye’s father Mr. Adana. Have you heard of Tesfaye Adana, the MP elect your people killed in Arsi Negele in cold blood? Listen to his father crying:
“One innocent child is shot by a gang of six policemen. After shooting him they gutted him like an animal and kicked him and kicked him until his guts fell out. How can one be punished for participating in an election? …….. Because of the inhuman way they killed my son, I have pursued them and taken them to court. I accused six policemen. Although they’re prisoners, they are allowed to enjoy a normal life.”
In a country where killers of an MP elect are allowed to enjoy normal life, how can an opposition persuade a witness to testify on their behalf. Mr. Prime Minister, I am sure Tina will get her questions answered beyond the shadow of doubt but if you only put the right questions in her mouth. Don’t you think people would come out to demonstrate to bring this inhumanity to your attention if demonstrations were not banned? All of these, of course, have a lot to do with the investigation process and the EU-EOM is right on the mark when stating this point on the Report.
On what the Media has to do with the Investigation:
According to the prime Minister once Election Day is over, there is no need for the opposition to be anywhere near to the taxpayer owned government media. Look at this relatively long but necessary quote to understand him and perhaps also help us answer another Tina Turner question:
One can also contest the validity of the assertions of the EU-EOM with regard to the media. But that would take us too far from the real agenda of complaints investigations. The election campaign had ended before May 15. All observers agree that during the election campaign all parties had fair access to public media. Just before polling day, electoral campaign through the public media ended as is the accepted practice everywhere. After May 15, the issue at hand was to investigate complaints. Such investigations cannot be carried out through media campaigns or debates. It could only be carried out by investigative panels based on evidence presented to them. But such ordinary logic is beyond the EU-EOM. If access to public media is denied to the opposition then the investigations must be flawed, they declare. But what has access to the media got to do with the investigations? Nothing!
Let’s for the time being forget asking what right in the world would justify denying the opposition access to taxpayer owned media and justify TPLF/EPRDF’s unmitigated use of it. That may be too much to ask from a totalitarian government that has totally mixed government and party work in violation of the basic rules of civilized governance. But let’s ask PM Meles another question. What was the government media doing throughout the period of election observation? Why was the opposition, CUD at least in one case, denied access when it requested to use the media to pass stabilizing messages to its followers and the public at large? Now instead of Tina’s question let me ask you your question, Mr. Prime Minster – “Why? Why? Why?” The honorable PM knows as well as all of us including the EU-Mission that government radio, television and newspapers were in a state of relentless attack and onslaught against the opposition, any idea they stand for and their supporters throughout the whole process. I am not sure if the Prime Minister thinks Anna Gomez has no translators? That was what Anna Gomez’s Report is talking about when it says the investigations were carried out in an environment of high tension you see. Boom! Tina’s question is answered – of course access to the media had a lot to do with the investigation. But my question of your question is not answered Mr. Prime Minister. Why, Why, Why? should an opposition that apparently has shown huge following among the populace be denied access to the media to reassure and advice its followers just as your party was able to? Was Democracy over after Election Day? You see, that is why many of us say that this election was a show for donor consumption. The show was over on May 16, the day the numbers began to come in drips and drabs heavily swung to something the PM never imagined- the ousting of EPRDF from power. Here is what Tim Clark, who cannot be suspected of having a motive for lying told the Australian Television about what went wrong with the election.
You can’t put your finger on the reason why it went wrong. But what did happen was that there was a massive, landslide swing away from the ruling party to the opposition parties, particularly in the urban areas but also to some extent in the rural areas.
The Prime Minister also made one staggering lie regarding the difference between his party and the government. Believe it or not he says the following.
The EU-EOM alleges that the government refused to agree on a code of conduct on the utilization of the media. That is a lie. The government was not and could not be part of the negations on the code of conduct.”
The truth of the matter actually is that the EU-EOM and the Ethiopian people are on the same page on this one. Instead of calling the EU Commission or us liars, Mr. Bereket and Ato Meles should first be kind enough to wear different uniforms when they do government business and that of their party. This should, at least, save us a trip to the tenquay. In civilized democracies, the resources of the government and the party are clearly marked. They don’t even use the government phone in their offices to do calls for party business. Had you withdrawn Mr. Bereket Simon from his responsibility of presiding over one of the most important government ministries that have to do with the election, then it would have been easier for you to make the argument you made or the unbecoming insult you lobbed at the EU Mission. If I were Mrs. Gomez, I would ask you a non-Tina question. How in the world would I know which hat you are wearing while you were sitting in the negotiations? May be she should say How? How? How?. Mrs. Gomez, thank you for finding out one of our greatest conundrums in Ethiopia in such a short time. Poor us, 14 years and we still can’t differentiate between EPRDF’s program and the constitution let alone know when Mr. Meles and Bereket transmute from party to government and back to party.

The opposition, no doubt, must have literally detained all the election and local government officials and candidates of the EPRDF on May 15 to be able to do this. How the PM believes “ordinary mortal” (your word Mr. PM) would buy this crap, which even a three-year-old kid would not buy, is unthinkable?
The Prime Minister wants us to believe that turnouts are measured by counting ballots instead of head counts of people who actually voted. The EU-EOM observers were counting real voters. Mr. Statistician PM is counting ballots. The strange figures that even he himself admits shocked him, tell a different story from what he wants to tell us. In fact, he shouldn’t have been shocked. The mathematics is so easy that even any layman can do it. If 5 people can put five ballots each in Bereket’s box, then there are 100 votes to be counted. Get relieved of your shock Mr. PM. The turn out is 5 voters not a hundred sir. As people in these localities attest, what the EPRDF did during the reruns is “operation ballot stuffing”. Ballots were made up of the lists of voters in the possession of that paragon of an independent institution, the Election Board, and were stuffed in the boxes of the disgraced Ministers. Since the opposition boycotted the rerun elections and its representatives were not around, this was done with relative ease. Mr. PM to use your own word you were doing this “very democratic” practice with “vengeance”.
Dear readers, I have left out the response about PM Melese’s accusations of the EU-EOM of making him guilty until proven innocent to avoid any heart problem that may come together with the laughter. I know people who have languished for years and died in his jails before even hearing the charges against them let alone be considered innocent until proven guilty.
The PM’s sanctimoniousness with which he talks about the peasants of Ethiopia deserves a bigger and separate evaluation, but it would be unfair to leave it without at least a sentence here. I agree with the PM that Ethiopian peasants hate “injustice like no other abomination”. The Ethiopian peasants I lived and grew up with also hate liars, sir. The peasants of Bugna, for example, and Amhara peasants all over Ethiopia are wondering, how Mr. Bereket Simon, who was born and raised by two Eritrean parents can mutate into suddenly becoming, not only an important Amhara, but also their top representative in the country’s ethnic politics. You sir, the harbinger of the interest of the Ethiopian peasants, must also tell them why their life gets more miserable with every passing year despite their being some of the hardest working people on the face of the earth. They need answers as to how you ended up getting kickbacks from a fertilizer company while they have to sell their cattle to pay the debt for your party’s fertilizer selling company and languish in your prisons for their inability to pay. As I am writing this Bereket Simon, that protector of the Amhara peasants, was telling a Washington DC audience on a radio station that he is set out to squeeze the peasants to produce more in order to overcome a possible cut of EU aid.
For those of us who have been rooting for democracy to take hold in Ethiopia, more than which party wins the election democracy in our tormented country is extremely distressing. Yes, as the EU Observer Mission in its report stated, the results of the election have fallen far short of the aspirations of the Ethiopian people for democracy and, of course, the need for it. The huge turn out of our people to vote in unprecedented numbers, unparalleled even in many democracies, stands testimony to the fact that the Ethiopian people needed change and needed it big. They saw an opportunity to make a difference in their lives and believed in themselves. Perhaps for the first time in their history, they wanted to be masters of their own destiny. They never want to let go the light at the end of the tunnel. Unlike the previous two nominal elections, where people cared little even to register to vote, now they saw the presence of alternative parties who articulate their needs and aspirations. They wanted to take a chance on them and, of course, they elected them coming out in droves. Nothing explains the historic turn out and patience of the people, the young and the old and the rich and the poor, who stood in the rain and under the backing tropical May sun to cast their votes other than their desire to see the EPRDF go off their backs. This is the story of the May 2 elections that will be told again and again and again and again and again in our history. No amount of spinning, no diatribe and no propaganda or no repeated lie can change this truth.
The PM Minister and his cronies need to take some breath now and see the tidal wave for change in Ethiopia. It is going to be more and more difficult to kill your way to staying in power now. There is a generous and wise offer the opposition made. In her wisdom, Mrs. Anna Gomez has also seen the relevance of this wisdom of forming a government of National Unity. She should be commended for seeing our problem and suggesting a solution, not the heap of scorn the PM put on her.
Mr. Prime Minister, you have in no uncertain terms told us that you have successive contingent plans to continue your rule. Plan B when Plan A fails and Plan C when Plan B fails. Plan X is expected to be taking Ethiopia into the pockets of the Chinese like Mughabe of Zimbabwe. No wonder they happened to be the first to recognize your election “victory”. You can plan for how many you can kill and how many you can imprison, which one to destroy and which to plant. One thing should be clear to you – you can only continue your neo Stalinist revolutionary democracy over the dead bodies of many Ethiopians. There seem be no more peasants to baby sit or anyone to accept your bullying tactics, When is enough is enough clear enough?

Quick observations of Meles Zenawi’s letter on the EU-EOM Report

I know many Ethiopians who recoiled in disbelief and shame when the Head of the EU-EOM, Mrs. Anna Gomez, was accused of taking financial bribe from the opposition and maligned together with Mr. Tim Clark, head of the EU delegation in Ethiopia, on the government daily, the Ethiopian Herald, prior to the issuance of the 10-page Preliminary Report. Decent Ethiopians felt ashamed because they have every reason to suspect that the article of blackmail printed on the Ethiopian Herald is the work of senior officials of the EPRDF (the PM being a prime suspect) written under a pseudonym, as the paper routinely screens authors of opinions on issues as high profile and sensitive as this one. It is now clear that was an apparent preemptive strike, conceived out of fear that the truth about widespread electoral malpractice of the EPRDF was on its way to be exposed for the world.
Now as the truth about this fraudulent election begins to sink in, and is laid bare for the world to see, it appears EPRDF’s officialdom is becoming more desperate and berserk than we even imagined. The desperation has now reached its peak with the PM’s personal letter of distortions, outright lies and less than diplomatic language used to respond to the EU-EOM Report and the shameless name calling of Mrs. Anna Gomez, the head of the Mission. This time, the PM seems to have set out not only to steal the election, but the truth too. The only thing the prime minister does not do on his letter is establishing a motive for the EU-EOM to lie in favor of the opposition. It now appears that the bribe theory was floated during the period of the preemptive strike for this purpose. The Prime Minister, deep inside him, knows the operations that have been carried out to steal the election once it was found out on Election Day that the results were trending in favor of opposition. The PM’s long diatribe and tantrums are therefore nothing more than an attempt to create reasonable doubt by pulling every conceivable technique of distortion and lie making. Whether this technique of throwing tantrums and babyish techniques would yield the expected results of mild retribution and continued political aid from the West remain to be seen, but it is hard to doubt that this is the goal the PM is aiming at.
The Outline and Strategy of the PM’s letter:
The amazing long letter of the PM, which many believe may have broken world record, by being the longest letter to the editor on any newspaper, is 13,248 words long of which 1.439 words, more than 10%, come from direct quotations from the EU-EOM Report itself. There are 19 direct quotations, an average of 2 quotations per page without including the rephrases. The EU-EOM Preliminary Report may also be a record case for being the only 10-page document that has ever been quoted to death. Mind you, this is not the full and detailed report that may perhaps span into over a hundred pages. I am afraid the PM would have had to write a book with the current pace had he waited for the final report. Perhaps more importantly, the letter also provides a rare window into the operation of the mind of a dictator suffocated with arrogance and hubris and unmitigated greed for power. It is an exhibition of unbelievable certitude and self-righteousness for a person who has been caught red handed while making daylight robbery. How, at least, the loss of every vote in entire Addis Ababa, the capital city, the seat of his government, can’t even give him a humbling experience is beyond reason.
In any case, the PM seems to follow a systematic strategy when he set out to write the letter. The first thing he did was to disaggregate the EU Report and put it onto four plates. Parts of the Report that seem to favor his position are put on his side of the plate. The parts of the report that expose the excesses and fraudulence of his regime are put on the “ridicule and attack” plate. The third, some of the distortable items that could be made to read outside context are put separately on Tina Turner’s tray, the “what’s this got to do with it” category. In some cases, where the reported incidents are uncontestable, they are duly admitted and put on the “so what, even big democracies make electoral mistakes” plate. The letter is characterized by amalgams of cheap shots, unbelievable insinuations, and laughable assertions and easy to discover lies. This is the fantastic scheme, the outline, if you will, of the PM’s letter.
The Garbage Dump and the search for edible items:
PM Melese’s letter has a bad stench that begin from its head, not because it talks about garbage and garbage dumps, but because it begins from the smell of an elementary logic that died on arrival. Elementary logic has it that if a given statement contains both False and true constructs, it be wholly treated as a false and thrown out that way altogether. It is therefore one thing to dismiss the entire EU report as “garbage” as the PM and his acolytes tell us it is, it is altogether another to go in the garbage dump to scrape for edible items in it. PM Meles, in the cleverest of his cleverness chose the unthinkable. He carried the whole garbage dump home to scavenge for edible items. Accordingly, the first thing he set out to do was to surgically scrape out the things he considers good and edible on his side of the tray, no matter how that smells. The findings of his hard labor of digging and scavenging from the garbage dump are summarized in the following words:
the statement has some big, really big, lumps of truth in it, and it is relatively easy to remove the garbage that has covered those lumps of truth. While I was expecting a huge garbage damp (sic) all I got was newly started garbage damp (dump?) that was unable to bury the truth. The letter cannot but therefore start by identifying and highlighting the lumps of truth in the statement. (Emphasis Mine)
Once the scavenging for edible items, the so-called truths is finished, the next step on the strategy of Mr. Zenawi is to employ the technique of the little hungry baby. Yes, the little baby’s technique known in Amharic as “bilt lij eyebela yaleksal”, (roughly translates as “a clever baby cries demanding more food while chewing what he already has). The honorable PM is chewing and crying at the same time.
The tactic of let’s be judged by the Mechanics of the election alone:
Mr. Zenawi wants this election to be judged by the mechanics of it rather then the whole process of counting the votes and outside the context of the reign of terror that took place throughout the election and investigation process. The surprising reasoning he employed is that you can’t say good things about the election infrastructure and the mechanisms and conclude that the election result is not trustworthy or fraudulent. The inclusion of other substantive factors into the judgment process is considered making a contradiction. If you, for example, say PM Meles is a bald man, it would be a contradiction to talk about the remaining hair on his head. You will be accused of making contradictory statements and “laughed out of town”.
PM Meles quoted nearly everything the EU Report considers positive attributes of the election process – that there is a “complex system to address complaints”, that there exists a Mechanism to sort out disputes between political parties”, that the CIP worked in accordance with the terms of reference in at least the observed localities, etc. The honorable PM has successfully cleaned the garbage dump of virtually every edible item. The items he thinks good for his case are quoted without a single drop of a word and coma. The sickeningly too many “sic”s are also provided to help us avoid any confusion that may arise due to syntax and grammatical errors. Phrases like “in many occasions” are to be read as “on many occasions” to help us avoid confusion. When you are out to defend the truth you found out by toiling in a large dump, you need to clean it neat and be error free, you see.
For example he quotes the following statements from the EU Report and gloats over it.
EPRDF evidence was better substantiated; their CIPs representatives were better prepared and their witnesses (often members of the local administration) more impressive.”
And boldly, perhaps also proudly, asserts – “No wonder the EPRDF won most of the cases”.
The thing Meles forgot to note or failed to pick from the garbage dump while scavenging for the above quote, however, is that somewhere toward the beginning, the Report also says the following:
“the complaint investigation process took place in the context of serious violations of human rights and freedoms, namely of opposition leaders and suspected supporters” and another damning statement which says, “ de facto there was no playing field”
The possibility that the opposition could have come out with more impressive witnesses and evidence had there been no serious widespread rights violations is not even a consideration in his mind. No, actually to him, there were no human rights violations. After all, the people that were being herded in jumbo prisons or killed and maimed in the streets in mass are “unemployed youth” who have brought it upon themselves by trying to rob banks. Never mind about these intimidating reasons as to why the opposition was unable to present its case. Being better organized with more resources including taxpayer resources puts you in a better position to claim the truth.
Sometimes scavengers feeding on garbage dumps make a mistake of confusing the edible from the inedible. In at least one case, Meles says he agrees with the EU assessment and in effect tries to give us an implication that the EU Report said the mechanism worked good and served a positive purpose for this investigation. This is a lie. Here is what he says
I would fully agree with the EU-EOM on this. The mechanism that was set up to investigate complaints with the agreement of all concerned parties was indeed a very good mechanism that provided for a peaceful solution to the disputes with respect to the elections. It was the appropriate mechanism for an environment that the EU-EOM characterizes as tense. The system designed for previous elections could not work in the new environment of tension, and a new system that can work in such an environment had to be designed with the agreement of all the concerned parties.
There are two disingenuous insinuations by the PM in here.
(i) The Report says the mechanism is a positive development that needs improvement for future use taking stalks of lessons from the practices this time. In plain English this means the report does not say the mechanism has succeeded in solving the substantive problem with regard to vote counting and adjudication of contentions between the parties in this election.
(ii) The insinuation that the so called new system was designed with the agreement of all concerned parties is dishonest as the opposition was made to agree after a lot of arm-twisting by the international community, particularly donor embassies in Addis Ababa, and after a lot of intimidation and harassment on the leadership of the opposition and their supporters. This is a case of flat out dishonesty that exceeds even conventionally accepted boundaries of lies that politicians are often tolerated to make. We know for fact that the opposition entered into the election after Mr. PM said changing personnel at the Election Board would be done over his dead body. Early on, the opposition has told us that they would enter into the election, not because of the existence of laws and institutions that guarantee the election’s fairness, but trusting the Ethiopian people who are dying to see change.
The Tactic of Surgical Quotations:
PM Meles’s advisors or the people who taught him how to do literary criticism have obviously not taught him a simple thing – the smaller the size of the document subjected for criticism, the better it is not to make many quotations. The EU Document, unlike a book or an analytic paper, is a summary of a much larger and detailed report yet to be published. In such cases, making surgical quotations cannot mean anything unless you see it inside the whole. Here is an excellent example of this case where the PM did a very disingenuous job of leaving out a statement immediately preceding his quote. He quotes:
“Tension was exacerbated by the fact that, since polling day public demonstrations were banned and media openness ceased, with the official media back under tight control and spinning (sic) of the ruling party and opposition parties denied access to them. Also journalists were intimidated and arrested. The government, in the meantime, rejected (sic) to agree on a code of conduct for the free and responsible operation of the media. The governmental control of state media compromises (sic) the credibility of electoral process since May 15….”
After quoting this statement Meles asks the EU Mission Tina’s question and also gives her the answer.
“So what has the ban of demonstrations got to do with the investigation? Nothing!”
But Oopse! He left out the sentence immediately preceding the quote, which would have answered Tina’s question in the affirmative. Put the following right in front of the preceding quote:
The Context of the complaints investigation was marked by an ongoing high tension in the country, and stalemate between the government party and the opposition. This was aggravated by the handling of the June disturbances by government forces in violation of human rights and citizens rights enshrined in the Ethiopian constitution.
Tension was exacerbated by the fact that.……………….
You see, Tina was not asking about the ban of demonstrations alone. She wouldn’t have any question if she was given the full information or if at all she asks she would have formulated her question as follows.
“What has the ongoing high tension in the country, the violation of human rights of citizens, the handling of the Jun protests by the EPRDF and the ban on demonstration got to do with the investigation process?”
The proper answer for Tina’s question would then be that people fear to testify at the CIP’s for the opposition even if they know the truth while the EPRDF is wildly shooting at opponents, knocking doors in the middle of the night and mass-detaining and torturing citizens in Ziway and Sendafa jumbo prisons and, of course, banning demonstrations for anyone to express any opposition or raise questions. You see my dear Tina, the potential witnesses are not dogs you see, they fear for their lives. Tina would have no problem understanding that few would dare to involve themselves in testifying for the opposition under these circumstances and while they hear wailing mothers on the voice of America and Radio Douche Wale and seeing pictures of dead bodies strewn all over the verandas of hospitals.
It should also be pointed out to Mr. Prime Minister that Anna Gomez and the EU-Mission are not alone in assessing this horrible investigation environment. Did you see the actual footage on an Australian Television, where that Anna Gomez looking like Aussie, Olivia Rousset, recorded real pictures at an investigation site somewhere in the rift valley? (see both footage and transcript here)
Meet the young lady, Fasika, an opposition witness, who tells Olivia and the world “ they (your cadres) warn us by staring at us”. Or listen to Tesfaye’s father Mr. Adana. Have you heard of Tesfaye Adana, the MP elect your people killed in Arsi Negele in cold blood? Listen to his father crying:
“One innocent child is shot by a gang of six policemen. After shooting him they gutted him like an animal and kicked him and kicked him until his guts fell out. How can one be punished for participating in an election? …….. Because of the inhuman way they killed my son, I have pursued them and taken them to court. I accused six policemen. Although they’re prisoners, they are allowed to enjoy a normal life.”
In a country where killers of an MP elect are allowed to enjoy normal life, how can an opposition persuade a witness to testify on their behalf. Mr. Prime Minister, I am sure Tina will get her questions answered beyond the shadow of doubt but if you only put the right questions in her mouth. Don’t you think people would come out to demonstrate to bring this inhumanity to your attention if demonstrations were not banned? All of these, of course, have a lot to do with the investigation process and the EU-EOM is right on the mark when stating this point on the Report.
On what the Media has to do with the Investigation:
According to the prime Minister once Election Day is over, there is no need for the opposition to be anywhere near to the taxpayer owned government media. Look at this relatively long but necessary quote to understand him and perhaps also help us answer another Tina Turner question:
One can also contest the validity of the assertions of the EU-EOM with regard to the media. But that would take us too far from the real agenda of complaints investigations. The election campaign had ended before May 15. All observers agree that during the election campaign all parties had fair access to public media. Just before polling day, electoral campaign through the public media ended as is the accepted practice everywhere. After May 15, the issue at hand was to investigate complaints. Such investigations cannot be carried out through media campaigns or debates. It could only be carried out by investigative panels based on evidence presented to them. But such ordinary logic is beyond the EU-EOM. If access to public media is denied to the opposition then the investigations must be flawed, they declare. But what has access to the media got to do with the investigations? Nothing!
Let’s for the time being forget asking what right in the world would justify denying the opposition access to taxpayer owned media and justify TPLF/EPRDF’s unmitigated use of it. That may be too much to ask from a totalitarian government that has totally mixed government and party work in violation of the basic rules of civilized governance. But let’s ask PM Meles another question. What was the government media doing throughout the period of election observation? Why was the opposition, CUD at least in one case, denied access when it requested to use the media to pass stabilizing messages to its followers and the public at large? Now instead of Tina’s question let me ask you your question, Mr. Prime Minster – “Why? Why? Why?” The honorable PM knows as well as all of us including the EU-Mission that government radio, television and newspapers were in a state of relentless attack and onslaught against the opposition, any idea they stand for and their supporters throughout the whole process. I am not sure if the Prime Minister thinks Anna Gomez has no translators? That was what Anna Gomez’s Report is talking about when it says the investigations were carried out in an environment of high tension you see. Boom! Tina’s question is answered – of course access to the media had a lot to do with the investigation. But my question of your question is not answered Mr. Prime Minister. Why, Why, Why? should an opposition that apparently has shown huge following among the populace be denied access to the media to reassure and advice its followers just as your party was able to? Was Democracy over after Election Day? You see, that is why many of us say that this election was a show for donor consumption. The show was over on May 16, the day the numbers began to come in drips and drabs heavily swung to something the PM never imagined- the ousting of EPRDF from power. Here is what Tim Clark, who cannot be suspected of having a motive for lying told the Australian Television about what went wrong with the election.
You can’t put your finger on the reason why it went wrong. But what did happen was that there was a massive, landslide swing away from the ruling party to the opposition parties, particularly in the urban areas but also to some extent in the rural areas.
The Prime Minister also made one staggering lie regarding the difference between his party and the government. Believe it or not he says the following.
The EU-EOM alleges that the government refused to agree on a code of conduct on the utilization of the media. That is a lie. The government was not and could not be part of the negations on the code of conduct.”
The truth of the matter actually is that the EU-EOM and the Ethiopian people are on the same page on this one. Instead of calling the EU Commission or us liars, Mr. Bereket and Ato Meles should first be kind enough to wear different uniforms when they do government business and that of their party. This should, at least, save us a trip to the tenquay. In civilized democracies, the resources of the government and the party are clearly marked. They don’t even use the government phone in their offices to do calls for party business. Had you withdrawn Mr. Bereket Simon from his responsibility of presiding over one of the most important government ministries that have to do with the election, then it would have been easier for you to make the argument you made or the unbecoming insult you lobbed at the EU Mission. I agree with the PM that Ethiopian peasants hate “injustice like no other abomination”. The Ethiopian peasants I lived and grew up with also hate liars, sir. The peasants of Bugna, for example, and Amhara peasants all over Ethiopia are wondering, how Mr. Bereket Simon, who was born and raised by two Eritrean parents can mutate into suddenly becoming, not only an important Amhara, but also their top representative in the country’s ethnic politics. You sir, the harbinger of the interest of the Ethiopian peasants, must also tell them why their life gets more miserable with every passing year despite their being some of the hardest working people on the face of the earth. They need answers as to how you ended up getting kickbacks from a fertilizer company while they have to sell their cattle to pay the debt for your party’s fertilizer selling company and languish in your prisons for their inability to pay. As I am writing this Bereket Simon, that protector of the Amhara peasants, was telling a Washington DC audience on a radio station that he is set out to squeeze the peasants to produce more in order to overcome a possible cut of EU aid.
For those of us who have been rooting for democracy to take hold in Ethiopia, more than which party wins the election democracy in our tormented country is extremely distressing. Yes, as the EU Observer Mission in its report stated, the results of the election have fallen far short of the aspirations of the Ethiopian people for democracy and, of course, the need for it. The huge turn out of our people to vote in unprecedented numbers, unparalleled even in many democracies, stands testimony to the fact that the Ethiopian people needed change and needed it big. They saw an opportunity to make a difference in their lives and believed in themselves. Perhaps for the first time in their history, they wanted to be masters of their own destiny. They never want to let go the light at the end of the tunnel. Unlike the previous two nominal elections, where people cared little even to register to vote, now they saw the presence of alternative parties who articulate their needs and aspirations. They wanted to take a chance on them and, of course, they elected them coming out in droves. Nothing explains the historic turn out and patience of the people, the young and the old and the rich and the poor, who stood in the rain and under the backing tropical May sun to cast their votes other than their desire to see the EPRDF go off their backs. This is the story of the May 2 elections that will be told again and again and again and again and again in our history. No amount of spinning, no diatribe and no propaganda or no repeated lie can change this truth.
The PM Minister and his cronies need to take some breath now and see the tidal wave for change in Ethiopia. It is going to be more and more difficult to kill your way to staying in power now. There is a generous and wise offer the opposition made. In her wisdom, Mrs. Anna Gomez has also seen the relevance of this wisdom of forming a government of National Unity. She should be commended for seeing our problem and suggesting a solution, not the heap of scorn the PM put on her.
Mr. Prime Minister, you have in no uncertain terms told us that you have successive contingent plans to continue your rule. Plan B when Plan A fails and Plan C when Plan B fails. Plan X is expected to be taking Ethiopia into the pockets of the Chinese like Mughabe of Zimbabwe. No wonder they happened to be the first to recognize your election “victory”. You can plan for how many you can kill and how many you can imprison, which one to destroy and which to plant. One thing should be clear to you – you can only continue your neo Stalinist revolutionary democracy over the dead bodies of many Ethiopians. There seem be no more peasants to baby sit or anyone to accept your bullying tactics, When is enough is enough clear enough?

የችግሮቻችን የመፍትሔ ቁልፍ – ወያኔን አስወግዶ ፍትህን ማስፈን
አሁንም በሳውዲ አረቢያ እና አካባቢው አገሮች የሚገኙ ወገኖቻችን የድረሱን ጥሪዎች እያሰሙ ነው። የወገኖቻችን ዋይታና ሰቆቃ አልበረደም። ዛሬም እህቶቻን እየተደፈሩ፣ እየተዋረዱ፣ እየተገደሉ ናቸው። በጥጋብ አገር ውስጥ ሆነው ኢትዮጵያዊያን ሕፃናት በረሀብና በጥም እየሞቱ ነው። በርካታ ኢትዮጵያዊያን ለከፋ የአዕምሮ ህመም እየተዳረጉ ነው።
በተለያዩ የዓለም አገራት የሚገኙ ኢትዮጵያዊያን በመካከለኛው ምሥራቅ የሚገኙ ወገኖቻቸውን ሕመም እየታመሙ፤ ስቃያቸውን እየተሰቃዩ ይገኛሉ። አስቸኳይ እርዳታ ለማድረስም አቅማቸው የቻለውን ሁሉ ለማድረግ በመረባረብ ላይ ናቸው።
ባለፉት ጥቂት ሣምንታት ኢትዮጵያዊያን ባደረጓቸው ብርቱ ጥረቶች ጥቂት አበረታች ውጤቶች ተገኝተዋል። ከደረሰባቸው የመብት ረገጣ ጋር ፈጽሞ ተመጣጣኝ ባይሆንም ቢቢሲን ጨምሮ አንዳንድ የዓለም ዓቀፍ የዜና አውታሮች በወገኖቻችን ላይ ስለሚደርሰው በደል እንዲዘግቡ ማድረግ ተችሏል። እስካሁን ምን ያህል ወገኖቻችን እድሉን እንዳገኙ ማረጋገጥ ባይቻልም የሳውዲ መንግሥት ሙሉ የትራንስፓርት ወጪ ችሎ ወገኖቻችን ማጓጓዝ ጀምሯል። ዓለም ዓቀፍ የሰብዓዊ መብት ጥበቃ ድርጅቶች ለኢትዮጵያዊያን መብት መከራከር ጀምረዋል።
በአንፃሩ ግን አሁንም ሕሊናን የሚረብሹ ነገሮች እየተሰሙ ነው።
- ከሳውዲ እየታፈሱ የመን ድንበር ላይ የተጣሉ፤ የደረሱበት የማይታወቁ ኢትዮጵያን ቁጥር በየእለቱ እየጨመረ ነው። እነዚህ ወገኖቻችን በየመን በረሀ ላይ የሚደርስባቸው ሰቆቃ ሳውዲ ውስጥ ከነበረው የባሰ ነው።
- አሁንም በሳውዲ ተደብቀው የሚገኙ፤ “እጃቸውን ለመንግሥት ሰጥተው” እንደ ወንጀለኛ በእስር ቤቶች የሚማቅቁ በአስር ሺዎች የሚቆጠሩ ኢትዮጵያዊያን አሉ። እነዚህ ወገኖቻችን ያሉበት ሁኔታ ሕሊና ሊሸከመው ከሚችል በላይ ነው።
ከዚህ ሁሉ በላይ ኢትዮጵያዊያንን እየረበሸ ያለው የወያኔ ባህርይ ነው።
ወያኔ በእንዲህ ዓይነት የመከራ ወቅትም በወገኖቻችን ላይ ዘርፈ ብዙ ንግድ እያጧጧፈ ነው። በሳውዲ አረቢያ መንግሥት ወጪ የተመለሰሉትን ወገኖቻችን ለምርጫ ቅሰቀሳ ፕሮፖጋንዳ ሥራ እየተጠቀሙባቸው መሆኑ ሳያንስ ለእለት ጉርስ የሚሰጣቸው የእርዳታ ገንዘብ በወያኔ እየተዘረፉ ነው። ገንዘብ ባለበት ሁሉ ወያኔ አለ። ወያኔ ለተመላሽ ስደተኞች የእለት ጉርስ የተሰጠውንም እርዳታ እየቀማ የሚበላ እኩይ ኃይል ነው።
ድሆች ኢትዮጵያዊያን ወደ አረብ አገራት ሲሰደዱ ለወያኔ ድርጅቶች ገንዘብ ከፍለው ነው። እዚያ በነበሩበት ጊዜም ለወያኔ ገንዘብ እንዲከፍሉ ይደረግ ነበር። በግፍ ተፈናቅለው፤ ሀብታቸው ተዘርፎ ባዶ እጃቸውን ሲመለሱም ለወያኔ የእርዳታ ገንዘብ መለመኛ ሆነዋል። ወያኔ በድሆች ኢትዮጵያዊያን ድህነት የሚከብር በታሪካችን ውስጥ ታይቶ የማይታወቅ ስግብግብ ነው። ወያኔ ኢትዮጵያዊያን ፈጽሞ ሊጠየፉት የሚገባ ነው ስብስብ ነው።
ግንቦት 7: የፍትህ፣ የነፃነትና የዲሞክራሲ ንቅናቄ በችግር ላይ የሚገኙ ወገኖቻችንን ከመርዳት ጎን ዓይኖቻችንን ከወያኔ እንዳንነቅል በአጽንዖት ያሳስባል። ወያኔ ከሥልጣን ሳይወገድ ችግሮቻችንን መፍታት አንችልም። የኢትዮጵያዊያን ችግሮች ለወያኔ የገቢ ምንጮች ናቸና ወያኔ እስካለ ድረስ ችግሮችን መፍጠሩና ማስፋፋቱ አይቀርም።
የኛ የኢትዮጵያዊያን ችግሮች የመፍትሔ ቁልፍ ያለው ወያኔን በማስወገድ ፍትሀዊ አመራር ማስፈን ላይ በመሆኑ የጋራ ትኩረታችን እዚያ ላይ እንዲሆን ግንቦት 7 ያሳስባል።
